Reyshahri was a key figure in the regime\u2019s major decision-making throughout the past four decades and played a pivotal role in the massacre of political prisoners under orders directly from Ruhollah Khomeini, the regime\u2019s first Supreme Leader.<\/p>\n<p style=\"text-align: justify\">Through Khomeini\u2019s orders, Reyshahri was initially appointed to a senior post in the regime\u2019s so-called judiciary system, and from there he was installed as the chief judge of the regime\u2019s conventional military courts. Proving his loyalty to Khomeini by executing patriotic members of the military and dissident youth, Reyshahri was then appointed as the regime\u2019s Minister of Intelligence and Security (MOIS) in 1984 and oversaw the <a href=\"https:\/\/english.mojahedin.org\/i\/iranians-across-the-world-commemorate-30th-anniversary-the-1988-massacre-political-prisoners\">1988 massacre of political prisoners<\/a> as the regime\u2019s intelligence chief. Until his death, Reyshahri served as the regime\u2019s prosecutor general, prosecutor of the special court for the clergy, caretaker of Iranians in pilgrimage to Mecca in Saudi Arabia, member of the Expediency Council, and member of the ultra-conservative Assembly of Experts.<\/p>\n<p style=\"text-align: justify\">Following Reyshahri\u2019s death, regime Supreme Leader <a href=\"https:\/\/english.mojahedin.org\/article\/who-is-ali-khamenei-the-supreme-leader-of-irans-regime\/\">Ali Khamenei<\/a> delivered a message describing him as a \u201crevolutionary cleric\u201d and an \u201cunprecedented dignitary\u201d (!) Other senior regime officials followed suit.<\/p>\n<p style=\"text-align: justify\">\u201cThe measures of this revolutionary cleric in different posts played a security role in the country\u2019s security and strength,\u201d said Majlis (parliament) speaker Mohammad Bagher Ghalibaf on March 22, according to the regime&#8217;s official news agency, IRNA.<\/p>\n<p style=\"text-align: justify\">Ahmad Jannati, head of the regime\u2019s Assembly of Experts and hardline Guardian Council, described Reyshahri\u2019s main characteristic as serving Khomeini in his crackdown against dissident youth and especially the Iranian opposition People&#8217;s Mojahedin Organization of Iran (<a href=\"https:\/\/english.mojahedin.org\/about-iranian-opposition-pmoi-mek\">PMOI\/MEK<\/a>). \u201cIn the first decade following the revolution Reyshahri served the state by confronting various seditions,\u201d he said on March 22, according to the semi-official news agency, ILNA.<\/p>\n<p style=\"text-align: justify\">In his memoirs, Reyshahri talked about playing a \u201csignificant\u201d role in the regime\u2019s crimes and keeping the mullahs\u2019 apparatus in power. \u201cEach day there were reports of protests and riots in a military base of a province. The <a href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-irans\">PMOI\/MEK<\/a> were calling on the military ranks to launch disobedience campaigns\u2026 Officials reached a conclusion that launching a military court was necessary to confront these groups\u2019 conspiracy in the military,\u201d according to a March 24 piece wired by the Mehr news agency, an outlet linked to the <a href=\"https:\/\/english.mojahedin.org\/i\/iran-opposition-ncri-conference-the-inner-workings-tehrans-terror-espionage-machine\">MOIS<\/a>.<\/p>\n<p><img decoding=\"async\" title=\"ReyShahri_04_0\" class=\"wp-image-257475 size-medium alignleft\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-300x300.jpg\" alt=\"ReyShahri_04_0\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-300x300.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-1024x1024.jpg 1024w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-150x150.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-768x768.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-60x60.jpg 60w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-696x696.jpg 696w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0-1068x1068.jpg 1068w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/ReyShahri_04_0.jpg 1280w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p style=\"text-align: justify\">Just a few days after Iran\u2019s revolution on February 11, 1979, and being appointed as a judge with full authority by Khomeini, Reyshahri was ordered to launch kangaroo trials across the country, ordering the execution of dissidents in Kurdistan, western Iran, across to the Turkmen Sahra regions of northeast Iran.<\/p>\n<p style=\"text-align: justify\">\u201cDuring the Turkmen Sahra protests that began in March 1980 and continued until April 1981, Reyshahri was dispatched to the city of Gonbad Kavous as a senior judiciary official and issued a large number of death sentences,\u201d according to a <a target=\"_blank\" href=\"https:\/\/www.dw.com\/fa-ir\/%D8%B1%DB%8C%D8%B4%D9%87%D8%B1%DB%8C-%D8%AD%D8%A7%DA%A9%D9%85-%D8%B4%D8%B1%D8%B9-%D9%88%D8%B2%DB%8C%D8%B1-%D8%A7%D8%B7%D9%84%D8%A7%D8%B9%D8%A7%D8%AA-%D9%88-%D8%A8%D8%A7%D9%86%DB%8C-%D8%A7%D8%B9%D8%AF%D8%A7%D9%85%D9%87%D8%A7%DB%8C-%DB%B6%DB%B7-%D8%AF%D8%B1%DA%AF%D8%B0%D8%B4%D8%AA\/a-61210507\" rel=\"noopener\">Deutsche Welle report<\/a> on March 23 reviewing Reyshahri\u2019s background.<\/p>\n<p style=\"text-align: justify\">Another crime in Reyshahri\u2019s record during his role as the intelligence minister was the massacre in Mecca that targeted Muslim pilgrims on July 31, 1987. The regime\u2019s Revolutionary Guards (<a href=\"https:\/\/english.mojahedin.org\/i\/look-irans-revolutionary-guards\">IRGC<\/a>) carried out Khomeini\u2019s orders that left over 1,000 people killed and injured, including 275 Iranians killed and 303 Iranians injured.<\/p>\n<figure id=\"attachment_257481\" aria-describedby=\"caption-attachment-257481\" style=\"width: 453px\" class=\"wp-caption alignnone\"><img decoding=\"async\" title=\"iran-saudi-killing-pilgrims-1987\" class=\"size-full wp-image-257481\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-saudi-killing-pilgrims-1987.jpg\" alt=\"iran-saudi-killing-pilgrims-1987\" width=\"453\" height=\"274\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-saudi-killing-pilgrims-1987.jpg 453w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-saudi-killing-pilgrims-1987-300x181.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-saudi-killing-pilgrims-1987-150x91.jpg 150w\" sizes=\"(max-width: 453px) 100vw, 453px\" \/><figcaption id=\"caption-attachment-257481\" class=\"wp-caption-text\">Aftermath image of 1987 Mecca incident where Iranian state rioters clashed with Saudi Arabian security forces, during the Hajj pilgrimage<\/figcaption><\/figure>\n<p style=\"text-align: justify\">Reyshahri\u2019s role in the 1988 massacre of over 30,000 political prisoners, consisting mostly of PMOI\/MEK members and supporters, could be considered his most atrocious crime against humanity since World War II.<\/p>\n<p style=\"text-align: justify\">\u201cReyshahri\u2019s secret summer 1988 letter regarding the PMOI\/MEK was a pretext and resulted in the execution of political prisoners based on Khomeini\u2019s fatwa. <a href=\"https:\/\/english.mojahedin.org\/i\/iran-senior-regime-insider-acknowledges-1988-massacre\">Mostafa Pourmohammadi<\/a> represented Reyshahri among the members of the Death Commission,\u201d according to the March 23 Deutsche Welle report.<\/p>\n<p style=\"text-align: justify\">In an interview with the state-run Etemad daily on August 15, 2019, Mousavi Tabrizi confirmed that the \u201c1988 executions began with a letter Reyshahri wrote to Khomeini as the regime\u2019s intelligence minister.\u201d<\/p>\n<p style=\"text-align: justify\">In response to the Etemad Online reporter asking why isn&#8217;t the 1988 dossier ever resolved, Mousavi Tabrizi replied: \u201cYou must ask Reyshahri who was the intelligence minister at the time, and this entire issue began with the Intelligence Ministry. It was Reyshahri who wrote a letter to Khomeini\u2026 Reyshahri was an important judge of political courts in the history of the Islamic Republic. Mostafa Pourmohammadi, [regime President] Ebrahim Raisi, Morteza Eshraghi, and Hossein-Ali Nayeri were among the officials who made decisions regarding the prisoners\u2019 executions.\u201d<\/p>\n<p style=\"text-align: justify\">During the 1990s Reyshahri began setting up a major economic cartel known as the \u201cFoad Rey Holding\u201d under the pretext of providing the financial needs of a religious site. His authority came directly from Khamenei. Members of this cartel included cabinet ministers and individuals from Khamenei\u2019s personal office. This cartel was one of the main stockholders of Parsian Bank, the largest owner of meat exporters, and launched one of Iran\u2019s largest turkey farms.<\/p>\n<p><img decoding=\"async\" title=\"iran-ReyShahri-irgc-e1649054255993\" class=\"alignnone wp-image-257477 size-full\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-ReyShahri-irgc-e1649054255993.jpg\" alt=\"iran-ReyShahri-irgc-e1649054255993\" width=\"600\" height=\"358\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-ReyShahri-irgc-e1649054255993.jpg 600w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-ReyShahri-irgc-e1649054255993-300x179.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/04\/iran-ReyShahri-irgc-e1649054255993-150x90.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p style=\"text-align: justify\">As in every part of the world, despite the huge differences in defining merits, in Tehran people have always been appointed to high positions based on the regime\u2019s priorities. Mohammad Reyshahri who climbed the ladders of the hierarchy by cleansing insiders and dissidents, first and foremost from the MEK, became and remained the Minister of Intelligence for the best portion of his \u201cprofessional career\u201d.
