{"id":262560,"date":"2022-08-22T10:31:02","date_gmt":"2022-08-22T08:31:02","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/?p=262560"},"modified":"2023-02-04T23:22:57","modified_gmt":"2023-02-04T22:22:57","slug":"recent-terrorist-threats-show-iranian-regime-is-incapable-of-negotiation-or-reform","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/recent-terrorist-threats-show-iranian-regime-is-incapable-of-negotiation-or-reform\/","title":{"rendered":"Recent Terrorist Threats Show Iranian Regime Is Incapable of Negotiation or Reform"},"content":{"rendered":"<p><img decoding=\"async\" title=\"iran-terrorism\" class=\"alignnone wp-image-258573\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2022\/05\/iran-terrorism.jpg\" alt=\"iran-terrorism\" width=\"903\" height=\"602\" \/><\/p>\n<p style=\"text-align: justify\">The Iranian regime\u2019s terrorist activities have seen a recent upsurge, with Western authorities disrupting multiple assassination plots and investigating networks of Tehran\u2019s operatives that are focused on monitoring, defaming, and directly attacking expatriate dissidents throughout the world. Unfortunately, those counterterrorism actions have yet to result in consequences for the regime as a whole, or to prompt a shift away from Western policies that critics have labeled as tending toward \u201c<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/blog\/op-ed\/the-iranian-david-against-an-international-goliath-of-appeasement\/\" rel=\"noopener\">appeasement<\/a>\u201d.<\/p>\n<p style=\"text-align: justify\">Last week, a 24-year-old man whose <a target=\"_blank\" href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2022\/08\/13\/Social-media-accounts-of-Rushdie-attacker-indicate-support-for-Iran-s-IRGC-Report\" rel=\"noopener\">social media<\/a> had expressed admiration for the Revolutionary Guard Corps leaped onto the stage at a Western New York literary event, apparently intending to implement the 33-year-old fatwa through which the regime\u2019s first supreme leader called for the death of <em>The Satanic Verses<\/em> author Salman Rushdie. The incident occurred just days after the US Department of Justice revealed details of an IRGC member\u2019s plot to assassinate former US national security advisor John Bolton.<\/p>\n<p style=\"text-align: justify\">The previous month, Albanian authorities similarly revealed details of their operation targeting <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/article\/albanian-authorities-arrest-dozens-of-iranian-regime-agents-spying-against-mek\/\" rel=\"noopener\">Tehran\u2019s spies<\/a> and would-be terrorists in that country, which is also home to the headquarters-in-exile for the leading Iranian opposition group, the People\u2019s Mojahedin Organization of Iran. (PMOI\/MEK)<\/p>\n<p style=\"text-align: justify\">On July 12, the Special Court for Combatting Corruption and Organized Crime issued search warrants for several properties associated with known and suspected agents of the Iranian regime. The ensuing raids, property seizures, and detentions were officially explained as being intended to prevent \u201cany possible terrorist attack\u201d.<\/p>\n<p style=\"text-align: justify\">The danger of such an attack has been a matter of public record in Albania at least since March 2018, when authorities reportedly disrupted a plot to attack the <a target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2022\/jul\/20\/iranian-dissidents-reject-wests-appeasement-policy\/\" rel=\"noopener\">MEK headquarters<\/a>, with a truck bomb. Tehran is holding dual citizens as hostages and is using them as bargaining chips in negotiations. Its diplomats are carrying out espionage operations in foreign countries and plotting to detonate bombs, including in opposition rallies, in European capitals. It is dashing toward obtaining nuclear weapons and is trying to disrupt energy markets by staging missile and drone attacks against vital oil and gas facilities in neighboring countries. Unfortunately, while the global threat of Iran\u2019s regime has evolved over the years, the West\u2019s policy toward Tehran hasn\u2019t. It has amounted to turning a blind eye to the regime\u2019s belligerence and showering it with unwarranted concessions, naively hoping that the regime would moderate its behavior and become a responsible player on the international stage. If the facts on the ground are any indication, that approach has miserably failed, further emboldening and enabling the mullahs to continue their rogue and destabilizing behavior. On May 11, Iranian authorities arrested two French tourists in Tehran. The previous week, the Iranian judiciary confirmed the death sentence of Ahmadreza Djalali, a Swedish professor jailed since 2018. Both cases are highly political and part of the regime\u2019s hostage-taking policy as a tool for foreign policy. At the same time, Tehran is inching toward obtaining enough fissile material for an atomic bomb after stalling nuclear talks in Vienna with maximalist demands. As part of a potential nuclear agreement, the regime demands the removal of its notorious Revolutionary Guards (IRGC) from the U.S. list of foreign terrorist organizations (FTO). This is the same organization that is spreading terrorism across the globe, including Europe. One notable case is that of Assadollah Assadi, an IRGC agent and career senior Iranian diplomat caught red-handed while carrying out a major bombing plot in France in 2018. We have seen repeatedly that appeasing the regime has the opposite effect. Yet, Western diplomats insist on continuing this failed policy. On May 11, Enrique Mora, the Deputy Secretary General of the European External Action Service (EEAS), traveled to Tehran to meet with Iranian officials to discuss the nuclear impasse. As expected, his trip did not amount to much. Iran\u2019s regime has a long history of procrastination by giving positive vibes in meetings and backtracking on its promises later. Interestingly, while Mora was in Tehran, people in many Iranian cities were protesting skyrocketing prices of basic goods. At the same time, Iranian teachers in many cities held demonstrations in protest to the arrest of teacher activists and the government\u2019s destructive economic policies. A week later, protests erupted in Abadan and several Iranian cities after the ten-story Metropol Building collapsed, causing dozens of deaths and many more injuries. It is worth noting that these protests are taking place while the regime has been restricting internet access, arresting and threatening civil rights activists, and taking other repressive measures to prevent the spread of protests. In their rallies, the Iranian people are making it clear that they reject the mullahs\u2019 bellicose stance toward the world. The people of Iran want housing, food and job security, on time wages, education for their children, and most importantly, they want freedom. They do not want to squander their country\u2019s wealth on building nuclear weapons, funding terrorism, and developing ballistic missiles. The Iranian people, who overwhelmingly demand change in their country, are the world\u2019s greatest ally in dealing with the threats stemming from Tehran. And yet, Western politicians insist on meeting and dealing with those whose rule and power depend on maintaining those threats. After decades of failed attempts to engage the regime, it is time for the West to adopt a new policy that supports the people of Iran. An example was the May 16 trip by former U.S. Secretary of State Mike Pompeo to Ashraf 3, Albania, home to some 3,000 members of the main Iranian opposition, the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK). In his visit, Mr. Pompeo also met with Mrs. Maryam Rajavi, the president-elect of the National Council of Resistance of Iran (NCRI). The MEK has the largest network of activists inside Iran, who have helped expose the regime\u2019s illicit nuclear activities and terrorist operations. Today, the MEK affiliated Resistance Units inside Iran are playing a key role in organizing ongoing protests. The explosive state of Iran\u2019s society makes it abundantly clear that this regime is living on borrowed time. Sooner or later, it will be toppled by the people of Iran and their resistance movement. It is up to world leaders to decide on which side of history they will stand. *** Content on the PMOI\/MEK&#039;s official YouTube channel is not subject to copyright if the source is mentioned ***\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">The attack on Salman Rushdie took place on the very same day as the European Union\u2019s coordinator for the nuclear talks presented the Iranian regime with what it called the \u201cfinal text\u201d of an agreement to restore mutual compliance with the Joint Comprehensive Plan of Action. Last Monday, Tehran responded to that text by once again attempting to extend negotiations and extract new concessions from its Western adversaries.<\/p>\n<p style=\"text-align: justify\">Critics have found the regime\u2019s conduct to be frustrating ever since earnest efforts to revive the agreement began 17 months ago. The negotiating process was stalled for five of those months following the appointment of Iran\u2019s new president <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/who-is-ebrahim-raisi-ncr-iran\/\" rel=\"noopener\">Ebrahim Raisi<\/a>, in June 2021. When Iranian negotiators finally returned to Vienna for further talks, they did so with a new set of <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-says-will-provide-views-eu-privately-iran-nuclear-deal-text-2022-08-15\/\" rel=\"noopener\">extraneous demands<\/a> and a noticeably firmer commitment to non-compromise. Tehran\u2019s intransigence would be galling under any circumstances, but it is especially galling in the face of growing awareness of the terrorist threats either closely associated with or directly traceable to the Iranian leadership. These dual trends underscore the regime\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/iran-belgium-treaty-how-to-spread-terrorism-on-europe-and-enjoy-impunity\/\" rel=\"noopener\">expectation of impunity<\/a>, as well as its blatant disregard for all international norms. But they also help to reveal the regime\u2019s vulnerability, insofar as they demonstrate that it cannot walk away from either its sponsorship of terrorism or the prospect of sanctions relief under a revived nuclear deal.<\/p>\n<p style=\"text-align: justify\">In the first place, terrorism allows the regime to project a fake image of strength to adversaries both at home and abroad, which reinforces the message conveyed by repressive government actions inside Iran. This domestic repression has accelerated during <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/iran-ebrahim-raisis-presidency-one-year-on\/\" rel=\"noopener\">the Raisi era<\/a>, as might be expected on account of the current president\u2019s legacy of direct participation in major human rights abuses and crimes against humanity.<\/p>\n<p style=\"text-align: justify\">In 1988, Raisi served as one of four officials on the Tehran \u201c<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">death commission<\/a>\u201d that oversaw mass executions of political detainees in Evin and Gohardasht Prisons. Those killings were part of a nationwide massacre that primarily targeted the MEK and claimed upwards of 30,000 lives. The <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/press-release\/2021\/06\/iran-ebrahim-raisi-must-be-investigated-for-crimes-against-humanity\/\" rel=\"noopener\">massacre\u2019s perpetrators<\/a> have been systematically rewarded with positions of greater power and influence ever since, and prior to becoming president, Raisi was tasked with overseeing a \u201creligious foundation\u201d that routinely finances terrorist activities, and then with overseeing the federal judiciary.<\/p>\n<p style=\"text-align: justify\">In the latter role, Raisi helped to carry out the crackdown on dissent which followed the outbreak of a nationwide uprising in <a target=\"_blank\" href=\"https:\/\/irannewsupdate.com\/news\/insider\/iran-ebrahim-raisis-role-in-gas-price-hikes-of-november-2019\/\" rel=\"noopener\">November 2019<\/a> \u2013 one of several in recent years. Around 1,500 peaceful protesters were killed in mass shootings that month, and for several months thereafter Raisi\u2019s judiciary pursued a campaign of torture against those who were arrested in connection with the protests. On the same night, the Iranian people, frustrated from economic constraints, poured into the streets in different cities to voice their outrage at the government\u2019s policies. The popular uprising quickly spread to 160 cities across the country Demands for decrease in gasoline prices turned into slogans calling for regime change. The regime\u2019s forces responded to the peaceful demonstrations by attacking the people and breaking their vehicle windows in the streets. The people in turn attacked banks, gas stations, police stations, governor\u2019s offices, police trailers, vehicles and motorcycles belonging to security forces, bases of the Revolutionary Guards (IRGC) and Basij paramilitary forces, supermarkets linked to the IRGC, offices of Iranian regime Supreme Leader Ali Khamenei\u2019s representatives, setting ablaze anything that was owned by the corrupt regime. \u201cAs an individual on the ground I believe only God saved us,\u201d said Basij commander Brigadier General Salar Abnush, according to the semi-official ISNA news agency. Authorities brought helicopters and sprayed bullets from above onto the demonstrators to regain control over the city. On Sunday, November 17, Khamenei associated this uprising to the Iranian opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) and ordered an all-out crackdown. \u201cThese are rioters,\u201d he said, adding \u201cthe country security officials should live up to their duties.\u201d \u201cDo whatever it takes to end it,\u201d Khamenei told top security and government officials, according to a Reuters report. These remarks by Khamenei shed light on his deep concerns about the uprising overthrowing his entire regime. He issued orders for a massive crackdown, allowing his forces to launch a killing spree. As a result, they killed at least 1,500 people with direct fire. Following Khamenei\u2019s orders, security forces began shooting demonstrators in the head and raising the number of casualties to create fear among protesters. In some cities, such as Mahshahr in southwest Iran, the regime\u2019s security forces used armored vehicles, helicopters and large-caliber machine guns against protesters. In Mahshahr, armed security forces chased down local youths and forced them into a marsh area. Then they opened fire with heavy machine guns (.50 caliber\/12.7 mm) on the young men hiding in the marshes, killing many of them. The scope of the regime\u2019s crackdown in November 2019 was without a doubt unprecedented in the regime\u2019s four-decade history. Another issue mentioned by many in reference to this uprising was the PMOI\/MEK\u2019s role in this outburst of nationwide protests. This especially includes the regime\u2019s own officials and state media: The main difference of this uprising with previous years was the organized nature of the developments. Regime officials specially mention this in their remarks, referring to the PMOI\/MEK Resistance Units inside Iran as the leading force behind the country\u2019s uprisings. Resistance Units are teams with a few to several members and their main objective during the past few years has lead the country\u2019s uprisings and counter the atmosphere of fear imposed by the regime. On November 17, 2019, Ali Shamkhani, chair of the regime\u2019s Supreme National Security Council, held a press conference focusing on the nationwide protests. \u201cThese individuals are linked to the PMOI\/MEK\u2026 I believe we have arrested 34 MEK members so far and identified a large network of channels that are active not under the MEK banner but following their modus operandi,\u201d he said. Furthermore, heroic women played an incredibly significant role in the November 2019 uprising, showing practical leadership on the streets, bravery and the remarkable speed necessary that is needed in uprisings. If the word on the ground during the December 2017\/January 2018 uprising was the end of the reformists\/principalists scenario within the regime, in November 2019 Iran the people entered a path of uprising to realize their democratic alternative as the only solution forward. The Resistance Units strategy in cities, towns and neighborhoods has found its ground. The Iranian people and their organized resistance movement have reached a point of no return. They have once again proven to the world that the only means to save the Iranian people is to overthrow the ruling mullahs\u2019 regime. Iranian opposition NCRI President-elect Maryam Rajavi said at a ceremony commemorating the martyrs of the November 2019 uprising: \u201cThe world has witnessed one of the most horrific crimes of the 21st century. \u201cLet me emphasize that in the face of these arisen youth, the regime cannot forestall its overthrow.&quot; https:\/\/english.mojahedin.org\/ https:\/\/english.mojahedin.org\/t\/iran-protests\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">When Supreme Leader Ali Khamenei put Raisi forward as the only viable candidate for the presidency, he was condemned by large swathes of the Iranian population as the <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/butcher-tehran-terrified-stepping-foot-west-opinion-1633978\" rel=\"noopener\">\u201cbutcher of Tehran<\/a>.\u201d Voter turnout for the sham election in June 2021 was the lowest in the history of the Iranian regime, and his appointment was quickly followed by the outbreak of new protests featuring chants of \u201cdeath to Raisi\u201d as well as \u201cdeath to the dictator,\u201d in reference to Khamenei.<\/p>\n<p style=\"text-align: justify\">Those slogans remain in widespread circulation to this day, with new protests having erupted over <a target=\"_blank\" href=\"https:\/\/www.iranintl.com\/en\/202208164780\" rel=\"noopener\">water shortages<\/a> on August 16 in the city of Shahrekord. Each protest provides a new reminder of the Iranian regime\u2019s vulnerability since each one represents open defiance of that regime\u2019s best efforts to threaten its adversaries both at home and abroad. The rate of executions has skyrocketed since Raisi took office, with more than twice as many prisoners killed in the first half of 2022 than the first half of 2021; yet this appears to have only prompted more protests as well as more international awareness of the regime\u2019s human rights abuses.<\/p>\n<p style=\"text-align: justify\">The attack on Salman Rushdie and the disclosure of plots targeting Ashraf 3 and Ambassador Bolton all serve as reminders that Tehran\u2019s contempt for human rights is not confined to its own territory. This in turn should lead Western policymakers to understand that their dealings with the Iranian regime ought to address the full range of its malign activity. It is obviously at odds with the essential interests of the US and the EU if their desire the restore a much-criticized nuclear deal leads them to overlook terrorist threats which affect them directly.
