Of course, this would require that the United States first grant him a visa to visit New York \u2013 something that would, in turn, afford him an undue claim to legitimacy while signaling disregard for his long history of violating human rights while promoting terrorism and extremism throughout the world.<\/p>\n<p style=\"text-align: justify\">Raisi was installed via a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/2021-iran-presidential-election-iran-regime-sham-election-ncr-iran\/\" rel=\"noopener\">sham election<\/a> process in June 2021 after being endorsed by the regime\u2019s Supreme Leader <a target=\"_blank\" href=\"https:\/\/youtu.be\/qWS-KvIdadA?list=PLqrxnz6Vvh4064ETIFz61RjEkEX6vXjDb\" rel=\"noopener\">Ali Khamenei<\/a>. No other prominent political figures were permitted to appear on the ballot, and two minor candidates dropped out of the race at the last moment to throw their weight behind the supreme leader\u2019s pick. Meanwhile, the leading pro-democracy opposition, the People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\/\" rel=\"noopener\">PMOI\/MEK<\/a>), urged the public to boycott the polls as a means to \u201cvote for regime change.\u201d<\/p>\n<p style=\"text-align: justify\">The vast majority of the Iranian people embraced that appeal. Even the regime\u2019s own account of his election agrees that voter turnout was the lowest in the regime&#8217;s history. The <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">MEK<\/a>, meanwhile, assessed that less than ten percent of eligible voters took part in the process, with most staying home while others deliberately submitted invalid ballots to protest Raisi\u2019s candidacy in particular, as well as the broader parody of democracy.<\/p>\n<p style=\"text-align: justify\">These protests were an outgrowth not only of the MEK\u2019s electoral boycott campaign but also of the underlying activism which highlighted Raisi\u2019s background and labeled him the \u201cbutcher of Tehran.\u201d In 1988, he was one of four officials to serve on the \u201c<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">death commission<\/a>\u201d in the nation\u2019s capital, which oversaw the interrogation and summary execution of political detainees at Evin and Gohardasht Prisons. Those killings were the central component of a nationwide massacre that claimed upwards of 30,000 victims, most of them members of the MEK.<\/p>\n<p style=\"text-align: justify\">Raisi\u2019s role in the attempted annihilation of that movement was undoubtedly the main reason why Khamenei appointed him to serve as head of Iran\u2019s judiciary in the wake of a nationwide uprising at the beginning of 2018. Featuring slogans such as \u201cdeath to the dictator\u201d as part of protests that encompassed well over 100 cities and towns, that uprising went a long way toward revealing the opposition\u2019s organizational strength and the extent of its popular support. In late July 1988, several political activists held in prisons across Iran suddenly disappeared. They were young men and women, some of whom had been arrested years ago in their teens and imprisoned simply for their political opinions and peaceful activities such as distributing opposition leaflets and attending demonstrations. Most of them were supporters of the People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) Khomeini labeled the MEK as Hypocrites and decreed: If the person at any stage [of the judicial process] maintains his or her support for the MEK, the sentence is execution. Annihilate the enemies of Islam, immediately. In his decree, Khomeini ordered the formation of three-member panels, known as \u201cDeath Commissions\u201d. Each panel included a religious judge, prosecutor, and a representative from the Ministry of Intelligence. Death Commissions were formed in at least 96 cities to put an end to MEK in Iran. Khomeini\u2019s most ardent loyalists were appointed to the commission. They included current president Ebrahim Raisi, who in 1988 was Tehran\u2019s Deputy Prosecutor and ordered the execution of MEK prisoners. For months, victims\u2019 families desperately sought information about their loved ones. They heard nothing but lies from the authorities. Ultimately, they began to learn the devastating truth. Their loved ones had been secretly executed and buried in mass graves. In 2016, an audio file of a secret meeting that was held at the height of the mass killing emerged. In the recording, from August 1988, members of the Tehran Death Commission can be heard discussing the operation with Khomeini\u2019s heir apparent. Khomeini\u2019s successor Hossein Ali Montazeri can be heard criticizing members of the Death Commission including Ebrahim Raisi for carrying out the massacre. Montazeri\u2019s criticism ended with his dismissal by Khomeini as the country\u2019s next Supreme Leader. This crime against humanity has drawn international attention. In September 2020, seven UN Special Rapporteurs wrote a letter to Iranian authorities decrying the 1988 massacre. They reported that between July and September 1988, Iranian authorities forcibly disappeared and extrajudicially executed thousands of imprisoned political dissidents affiliated with political opposition groups in 32 cities in secret and discarded their bodies mostly in unmarked mass graves. In May 2021, more than 150 former UN officials and renowned international human rights and legal experts wrote to UN High Commissioner for Human Rights, calling for an international Commission of Inquiry into the 1988 massacre. But 3 decades on, the perpetrators remain in high positions of power. In July 2019, then-minister of justice and current adviser to the Chief of the Judiciary Mostafa Pourmohammadi, who was a member of the Death Commission in 1988, claimed that the elimination of the MEK must continue based on Khomeini\u2019s fatwa. The perpetrators of the 1988 massacre have never been held accountable. Today they are continuing the clampdown on dissent with impunity. That includes the arrest, torture, and execution of MEK supporters and anti-regime protesters. On June 19, 2021, one of the main perpetrators of the 1988 massacre and a member of the Tehran Death Commission, Ebrahim Raisi, was appointed as the regime\u2019s president. Amnesty International Secretary General Agnes Callamard has said that Ebrahim Raisi should be investigated for crime against humanity instead of taking up the presidency. In 2018, Amnesty International documented how Ebrahim Raisi had been a member of the \u2018death commission\u2019 which forcibly disappeared and extrajudicially executed in secret thousands of political dissidents in Evin and Gohardasht prisons near Tehran in 1988. In that case, the Islamic Revolutionary Guard Corps and other repressive authorities opened fire on groups of protesters almost immediately after the demonstrations began. Roughly 1,500 were killed in a matter of days, while thousands were again arrested and placed at the mercy of Raisi\u2019s judiciary.<\/p>\n<p style=\"text-align: justify\">Far from showing any mercy, that judiciary initiated a campaign of systematic torture that carried on for months and was eventually detailed in reports by human rights organizations like Amnesty International. But despite that notoriety and despite its relevance to Raisi\u2019s legacy as the \u201cbutcher of Tehran,\u201d the international community offered little response to those human rights abuses. This silence helped to clear the way for the regime\u2019s supreme leader to once against reward Raisi\u2019s commitment to political violence by setting him up to easily walk into the presidential office and begin overseeing a more general crackdown on dissent.<\/p>\n<p style=\"text-align: justify\">That crackdown is currently reflected in the Iranian regime\u2019s rate of executions. Already the world\u2019s highest per capita before he took office, that rate began skyrocketing immediately after Raisi\u2019s appointment was confirmed, and in the first half of 2022, the judiciary carried out more than twice as many killings as during the same period last year.<\/p>\n<p style=\"text-align: justify\">But the crackdown is also reflected in the regime\u2019s foreign policy, with recent reports pointing to a surge in Iran-backed terrorism, particularly targeting the MEK and its affiliates. In July, the MEK\u2019s headquarters in Albania, Ashraf 3, was forced to postpone a planned rally and international video conference on the prospects for regime change after Albanian authorities revealed that they had seen evidence of credible security threats rooted in Tehran.<\/p>\n<p style=\"text-align: justify\">Then, in August, the US Department of Justice unsealed its case against an IRGC operative who had attempted to recruit <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/irans-terrorist-plot-should-lead-to-accountability-for-entire-iranian-regime\/\" rel=\"noopener\">assassins<\/a> to kill the former U.S. national security advisor John Bolton. The same operative reportedly had long-term plans to have former U.S.Secretary of State Mike Pompeo killed, as well, following threats that had previously been issued against both men.<\/p>\n<p style=\"text-align: justify\">Ebrahim Raisi had been among the purveyors of those threats and had called for Bolton, Pompeo, and others to be tried in an \u201cIslamic court\u201d for the 2020 drone strike that killed the IRGC-Quds Force commander <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/who-was-the-vicious-criminal-qassem-soleimani\/\" rel=\"noopener\">Qassem Soleimani<\/a>. He suggested that if no such trial were forthcoming, adherents to the regime\u2019s brand of Islamic fundamentalism would implement \u201cGod\u2019s judgment\u201d on their own.<\/p>\n<p style=\"text-align: justify\">Such threats were proven salient on August 12 when a man named Hadi Matar, who had praised the IRGC on social media, attacked and stabbed the author Salman Rushdie on stage at a literary event in New York State, apparently attempting to implement a 33-year-old fatwa in which the founder of the Iranian regime called for the author\u2019s death.<\/p>\n<p style=\"text-align: justify\">It would be a mistake to grant Raisi a visa under any circumstances, but that mistake would be uniquely foolish if made so soon after the Rushdie attack provided a vivid reminder that Iran-backed terrorism has penetrated the borders of the United States. In the first place, his presence could serve as a source of inspiration for the regime\u2019s agents and backers, and in the second place, it could leave the regime itself with a clear impression that the U.S. is uninterested in holding Iran\u2019s leading officials accountable for terrorist threats and associated malign activities.<\/p>\n<p style=\"text-align: justify\">\n","protected":false},"excerpt":{"rendered":"<p>Iranian regime&rsquo;s President Ebrahim Raisi is currently expected to speak before the United Nations General Assembly sometime after the opening of its 77th session on September 13.
