For approximately three months that year, Raisi helped to interrogate political detainees at Evin and Gohardasht Prisons, whereupon the death commission ordered the immediate hanging of anyone deemed guilty of \u201cenmity against God.\u201d<\/p>\n<p style=\"text-align: justify\">Nationwide, Iran\u2019s 1988 massacre claimed over 30,000 lives, with about 90 percent of the victims being members or supporters of the People\u2019s Mojahedin Organization of Iran. Although similar bodies had been assembled throughout the country, the Tehran death commission was undoubtedly responsible for the largest single portion of those killings. Furthermore, the regime\u2019s then-supreme leader, Ruhollah Khomeini, personally gave a broader <a target=\"_blank\" href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/iranian-president-raisi-hanging-judge\" rel=\"noopener\">mandate to Raisi<\/a> himself before the massacre was over in recognition of his uniquely enthusiastic implementation of the blanket death sentence.<\/p>\n<p style=\"text-align: justify\">That promotion was the beginning of a pattern that led right up to Raisi\u2019s appointment as president. Khomeini\u2019s successor, Ali Khamenei, publicly endorsed Raisi in advance of the June 2021 sham election and clear the way for him to stroll into the office. Previously, Khamenei had already appointed Raisi first as head of the so-called religious foundation known as Astan-e Quds Razavi, then as head of the regime\u2019s judiciary. These roles allowed him to oversee, respectively, the financing of terrorism and extremist ideology, and the violent crackdown on a nationwide uprising in November 2019, which <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-iran-protests-specialreport-idUSKBN1YR0QR\" rel=\"noopener\">killed 1,500 people<\/a>.<\/p>\n<p style=\"text-align: justify\">Raisi\u2019s appointment was intended as a green light for further crackdowns, in the face of strong public defiance of the culture of repression surrounding the mass killings in 2019. Since then, the regime has undergone several more uprisings, each of them associated to some degree with the organizing efforts and expanding public profile of MEK \u201cResistance Units\u201d.<\/p>\n<p style=\"text-align: justify\">So far, the people\u2019s defiance has persisted, but the culture of repression has clearly intensified. Since Raisi\u2019s appointment, the rate of executions in Iran has nearly doubled, with more than 600 being carried out so far in 2022, compared to a little over 300 in all of 2021. This trend coincides with an accelerating rate of politically-motivated arrests, as well as a growth in the general enforcement of repressive laws, including those barring the practice of minority religions and mandating that women wear hijabs and separate themselves from men in society.<\/p>\n<p style=\"text-align: justify\">All of this underscores Raisi\u2019s well-recognized identity as an <a target=\"_blank\" href=\"http:\/\/Iranian Resistance canceled a planned international conference\" rel=\"noopener\">unscrupulous criminal<\/a>. For the international community, this, in turn, should raise alarms about the impact of that brutality on the prevalence of terrorist threats that are traceable to the Iranian regime. Indeed, those threats have proliferated since Raisi took office, with some of the latest incidents being plainly directed toward the same goals as guided his actions at the time of the 1988 massacre.<\/p>\n<p style=\"text-align: justify\">In July, the Iranian Resistance canceled a planned international conference at the MEK\u2019s compound in Albania, known as Ashraf 3, after it became clear that credible threats had been made against the gathering. Dubbed butcher of 88, Raisi was one of four members of the death commission for Evin and Gohardasht prisons near Tehran during the 1988 massacre of 30,000 political prisoners. Geoffrey Robertson: Late in July 1988 as the war with Iraq was ending, prisons in Iran that were crammed with opponents suddenly went into lockdown. All family visits were canceled, television and radios switched off. Prisoners were kept in their. The only permitted visitation was from a delegation, turbaned and bearded, a religious judge, a public prosecutor, and an intelligence chief. Before them were paraded briefly and individually, almost every prisoner, and there were thousands of them who were being jailed for adherence to the MEK. The delegation had but one question for these young men and women, and although they didn\u2019t know it, on their answer their life would depend. Those who by their answer evinced any continuing affiliation with the MEK were blindfolded and ordered to join a conga line that led straight to the gallows. They were hung from cranes 4 at a time, or in groups of 6, from ropes hanging from the front of the stage of the assembly hall, some were taken to army barracks at night and then shot by firing squad. Their bodies were doused with disinfectant, packed in refrigerator trucks and buried at night in mass graves. Months later their families, desperate for information about their children and partners, would be handed a plastic bag with their few possessions they would be refused any information about the location of the graves, and ordered never to mourn them in public. By mid-August 1988 thousands prisoners had been killed in this manner by the state, without trial, without appeal and utterly without mercy. Your names will in the future be etched in the annals of history as criminals.\u201d From the onset, Raisi has served as interrogator, Prosecutor, and Prosecutor General; serving as Justice Minister since March 2019. On his watch over 500 have been executed and 1500 killed at point-blank on the streets in November 2019 And now, he believes he should be \u201clauded and encouraged\u201d for his brutality It is now on the international community to take a stance The people of Iran have voiced their historic \u2018No\u2019 to the entirety of this regime Will you stand with the Iranian people? \u2022 Recognize the 1988 Massacre of 30,000 political prisoners as a crime against humanity \u2022 End impunity &amp; prosecute perpetrators \u2022 Don\u2019t negotiate with the henchmen of the Iranian people #ProsecuteRaisiNOW\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">That 2018 incident was not the only one of its kind, nor was it the most. In June of the same year, an Iranian diplomat-terrorist named <a target=\"_blank\" href=\"https:\/\/www.vrt.be\/vrtnws\/en\/2021\/02\/02\/iranian-terror-suspect-is-belgian-jail-is-top-spy\/\" rel=\"noopener\">Assadollah Assadi<\/a> smuggled a bomb into Europe and conveyed it to two fellow operatives allow with instructions for detonating it at the crowded event near Paris organized by the National Council of Resistance of Iran. Alongside tens of thousands of Iranian expatriates from throughout the world, that event was attended by dozens of American and European lawmakers, scholars, and other dignitaries.<\/p>\n<p style=\"text-align: justify\">After that plot was thwarted by law enforcement, Assadi was eventually put on trial in Belgium and sentenced to 20 years in prison. Shockingly, though, he may already be on the cusp of release, barely four years into that sentence, based on a treaty between Belgium and Iran that allows for the \u201ctransfer of sentenced persons\u201d to serve out their sentences in their home country. Even more shockingly, the treaty explicitly allows Iran to vacate the sentence Belgium handed down against Assadi or anyone else who is lawfully detained for any serious crime.<\/p>\n<p style=\"text-align: justify\"><a target=\"_blank\" href=\"https:\/\/www.france24.com\/en\/diplomacy\/20220721-belgium-ratifies-controversial-prisoner-swap-treaty-with-iran\" rel=\"noopener\">The treaty<\/a> is seemingly intending to secure the release of a Belgian aid worker who has been taken hostage by the Iranian regime, but it nonetheless reflects a tendency toward woefully inadequate policies for dealing with Iranian terrorist threats. That inadequacy is made all the worse in light of the fact that Assadi\u2019s actions preceded a sharp hardline turn by the clerical regime \u2013 one that plainly reflects an even greater preoccupation with attacking or otherwise undermining the greatest threat to the mullahs\u2019 hold on power, which is also the leading voice for Iranian democracy.<\/p>\n<p style=\"text-align: justify\">The lamentable lack of assertiveness behind the pending prisoner swap is not unique to Belgium or even the European Union. It is also reflected in the fact that the United Nations has left open an invitation for Raisi to attend the 77<sup>th<\/sup> session of the General Assembly in September, while the United States has made no move to prevent Raisi from visiting New York. This is unacceptable on both counts because it conveys disinterest in the face of mounting terrorist threats while also turning a blind eye to Raisi\u2019s implication in multiple severe crimes against humanity.<\/p>\n<p style=\"text-align: justify\">Perpetrators of the 1988 massacre have yet to be tried accordingly. However, steps have been taken in that direction in recent years. In 2019, a former Iranian prison official named <a target=\"_blank\" href=\"https:\/\/www.euronews.com\/2021\/11\/05\/the-world-should-be-watching-hamid-nouri-s-trial-in-sweden-view\" rel=\"noopener\">Hamid Noury<\/a> was arrested after arriving for a visit to Sweden. He was indicted for war crimes on the basis of participating in the 1988 massacre at the end of the eight-year Iran-Iraq War. Noury was finally sentenced to life in prison in July.<\/p>\n<p style=\"text-align: justify\">The following month, survivors of the 1988 massacre and relatives of its victims filed a lawsuit against Ebrahim Raisi in the US federal court system. The suit was accepted by the Southern District of New York, and although it remains to be seen whether it will go to trial, it already stands as a rare and vital acknowledgment of Raisi\u2019s history.<\/p>\n<p style=\"text-align: justify\">US government shouldn\u2019t overlook Raisi\u2019s background in order to grant him a visa to visit New York for the UN General Assembly. This and Assadi\u2019s release threatened to send the opposite message to Tehran as that which has been sent by Noury&#8217;s conviction and Raisi being named as the defendant in a landmark civil suit.
