The United States Department of State has sent a list individuals and entities of the Iranian regime who are responsible for or complicit in certain human rights abuses in Iran.<\/p>\n

The U.S. State Department report<\/a>, dated August 6, 2019, said that pursuant to the authorities delegated to the Secretary of State in E.O. 13553, which implements Section 105 of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010, as amended (CISADA) (Public Law 111-195), as well as in the October 9, 2012, Delegation of Certain Functions and Authorities Under the Iran Threat Reduction and Syria Human Rights Act of 2012 (TRA), below is a list of individuals and entities determined by the Secretary of the Treasury, in consultation with or at the recommendation of the Secretary of State, to meet the criteria in Sections 105(b) and 105B(b) of CISADA. Sections 105A and 105B of CISADA were originally implemented by Sections 2 and 3, respectively, of E.O. 13628, and are now implemented by section 7 of E.O. 13846.<\/p>\n

The report includes the most recent designations that were announced on January 24, 2019 pursuant to E.O. 13553: Iran\u2019s Islamic Revolutionary Guard Corps-Qods Force; the Fatemiyoun Division; and the Zaynabiyoun Brigade. The report also includes the designation of Ghavamin Bank, announced on November 5, 2018, pursuant to E.O. 13553. Finally, the report includes the designation of Ayandeh Bank, also on November 5, 2018, pursuant to E.O. 13846.<\/p>\n

The report said the Departments of State and the Treasury continue to seek new targets, and Treasury will designate those persons determined to meet the relevant criteria as information becomes available.<\/p>\n

The individuals designated to date under E.O. 13553 are:<\/p>\n

\u2022 Abdollah Araghi, Islamic Revolutionary Guard Corps (IRGC) Ground Forces Deputy Commander;
\u2022 Abbas Jafari Dolatabadi, Prosecutor General of Tehran;
\u2022 Hassan Firouzabadi, senior military advisor to the Supreme Leader, former Chairman of Iran\u2019s Joint Chiefs of Staff;
\u2022 Mohammad Ali Jafari, Commander of the IRGC;
\u2022 Ismail Ahmadi Moghadam, former Commander of the Law Enforcement Forces;
\u2022 Sadeq Mahsouli, former Minister of Welfare and Social Security, former Minister of the Interior and Deputy Commander-in-Chief of the Armed Forces for Law Enforcement;
\u2022 Qolam-Hossein Mohseni-Ejei, Judiciary Spokesman, former Prosecutor-General of Iran, former Minister of Intelligence;
\u2022 Saeed Mortazavi, former head of Iranian Anti-Smuggling Task Force, former Prosecutor-General of Tehran;
\u2022 Heydar Moslehi, former Minister of Intelligence;
\u2022 Mostafa Mohammad Najjar, former Minister of the Interior and Deputy Commander-in-Chief of the Armed Forces for Law Enforcement;
\u2022 Mohammad Reza Naqdi, former Commander of the Basij Guard Corps (IRGC);
\u2022 Ahmad-Reza Radan, former Deputy Chief of Iran\u2019s Law Enforcement Forces, Senior Iranian Law Enforcement Official;
\u2022 Hossein Taeb, Deputy Commander of the IRGC, Commander of the IRGC Intelligence Organization, former Commander of the Basij Forces;
\u2022 Asghar Mir-Hejazi, Intelligence advisor to the Supreme Leader;
\u2022 Sohrab Soleimani, Supervisor of the Office of the Deputy for Security and Law Enforcement of the State Prisons Organization, former Director General of the Tehran Prisons Organization;
\u2022 Sadegh Amoli Larijani, Head of Iran\u2019s Judiciary;
\u2022 Gholamreza Ziaei, Director of Rajaee Shahr Prison;
\u2022 Abdholhamid Mohtasham, founding member of Ansar-e Hizballah;
\u2022 Hossein Allahkaram, cofounder and leader of Ansar-e Hizballah; and
\u2022 Hamid Ostad, founder of Mashhad branch of Ansar-e Hizballah.<\/p>\n

The entities designated to date under E.O. 13553 are:<\/p>\n

\u2022 The Islamic Revolutionary Guard Corps;
\u2022 The Islamic Revolutionary Guard Corps-Qods Force;
\u2022 The Basij Resistance Force;
\u2022 Law Enforcement Forces of the Islamic Republic of Iran;
\u2022 The Iranian Ministry of Intelligence and Security;
\u2022 Abyssec;
\u2022 Tehran Prisons Organization;
\u2022 Rajaee Shahr Prison;
\u2022 Ansar-e Hizballah;
\u2022 Evin Prison;
\u2022 The Fatemiyoun Division;
\u2022 The Zaynabiyoun Brigade; and
\u2022 Ghavamin Bank.<\/p>\n

The individuals that were designated under Section 2 or Section 3 of E.O. 13628 are:<\/p>\n

\u2022 Ali Fazli, Deputy Commander of the Basij;
\u2022 Rasool Jalili, Sharif University of Technology, member of the Supreme Council of Cyberspace;
\u2022 Ismail Ahmadi Moghadam, former Commander of the Law Enforcement Forces;
\u2022 Reza Taghipour, former Minister of Communications and Information Technology;
\u2022 Ezzatollah Zarghami, former Director of Islamic Republic of Iran Broadcasting, member of the Supreme Council of Cyberspace;
\u2022 Morteza Tamaddon, former Governor-General of Tehran Province;
\u2022 Abolhassan Firouzabadi, Secretary of Iran\u2019s Supreme Council of Cyberspace;
\u2022 Abdolsamad Khoramabadi, Secretary of the Committee to Determine Instances of Criminal Content; and
\u2022 Abdulali Ali-Asgari, Director General of Islamic Republic of Iran Broadcasting.<\/p>\n

The entities that were designated under Section 2 or Section 3 of E.O. 13628 are:<\/p>\n

\u2022 Center to Investigate Organized Crime;
\u2022 Iranian Communications Regulatory Authority;
\u2022 Iran Electronic Industries;
\u2022 Iranian Cyber Police;
\u2022 Islamic Republic of Iran Broadcasting;
\u2022 Ministry of Culture and Islamic Guidance;
\u2022 PeykAsa;
\u2022 Press Supervisory Board;
\u2022 Committee to Determine Instances of Criminal Content;
\u2022 Ofogh Saberin Engineering Development Company;
\u2022 Douran Software Technologies;
\u2022 Supreme Council of Cyberspace; and
\u2022 The National Cyberspace Center.<\/p>\n

The entities designated to date under Section 7 of E.O. 13846 are:<\/p>\n
