state of transportation in the country and the definite necessity of reforming it, if deem it appropriate, allow the said investment from the allocation of the government&#8217;s share of oil bartering (after deducting the legal share of the National Development Fund and the National Oil Company) to increase the capital of the country\u2019s Transportation Development Fund by using the appropriate financing tools and methods according to the attached ratification that has been approved by the government\u2019s Economic Headquarters.<\/p>\n<p style=\"text-align: justify\">The annual
