One of the important indicators of the development of countries is their <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7203306\/pdf\/40201_2020_Article_462.pdf\" rel=\"noopener\">environmental performance<\/a> or environmental development in the twenty-first century. The <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/473291\/Iran-ranks-133-among-180-countries-in-EPI\" rel=\"noopener\">index<\/a> is currently used to compare countries\u2019 environmental development and is published every two years at the World Economic Forum in Davos in collaboration with <a target=\"_blank\" href=\"https:\/\/epi.yale.edu\/epi-results\/2020\/country\/irn\" rel=\"noopener\">Yale<\/a> and Columbia Universities.<\/p>\n<p style=\"text-align: justify;\">According to reports published in 2006, Iran ranked 53rd in the world in terms of <a target=\"_blank\" href=\"https:\/\/sesricdiag.blob.core.windows.net\/sesric-site-blob\/files\/article\/266.pdf\" rel=\"noopener\">environmental performance<\/a>, 67th in 2008, 60th in 2010, and 114th in 2012. It then ranked 83rd out of 178 countries in 2014, but dropped to 105th out of 180 countries in the 2016 report and now is among the countries with the lowest <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/473291\/Iran-ranks-133-among-180-countries-in-EPI\" rel=\"noopener\">environmental performance<\/a>. This rank reached 80 in 2018 and 67 in 2020. The study of this <a target=\"_blank\" href=\"https:\/\/epi.yale.edu\/epi-results\/2022\/country\/irn\" rel=\"noopener\">index<\/a> in Iran shows numerous fluctuations, which reveals the need to pay <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/475798\/Improvement-of-environmental-indicators-dream-or-reality\" rel=\"noopener\">attention<\/a> to the environment. It is very obvious there are serious inconsistencies in accounts and actual reports on the ground.<\/p>\n<p style=\"text-align: justify;\">Another alarming aspect of Iran&#8217;s environment is the significant <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8646991\/\" rel=\"noopener\">decrease in its forest area<\/a> over four decades, declining from 21 million hectares to 14 million hectares. This decline has led to a <a target=\"_blank\" href=\"https:\/\/rainforests.mongabay.com\/deforestation\/2000\/Iran.htm#:~:text=According%20to%20the%20U.N.,844,000%20ha%20of%20planted%20forest.\" rel=\"noopener\">per capita share<\/a> of only 2% per hectare in Iran, in stark contrast to the global scale, which averages 8% per capita per hectare. <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/462338\/Renewable-water-resources-decline-by-30\" rel=\"noopener\">Renewable water<\/a> has been reduced per capita from 7000 cubic meters in 1961 to 2100 cubic meters in 1997, and it has been <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/466403\/22-of-renewable-water-resources-lost-in-30-years\" rel=\"noopener\">forecast<\/a> to be reduced to 1300 cubic meters by 2016. Along comes Iran\u2019s entry into the <a target=\"_blank\" href=\"https:\/\/citeseerx.ist.psu.edu\/viewdoc\/download?doi=10.1.1.735.7546&amp;rep=rep1&amp;type=pdf\" rel=\"noopener\">water stress<\/a> stage.<\/p>\n<p style=\"text-align: justify;\"><a target=\"_blank\" href=\"https:\/\/theforum.erf.org.eg\/2022\/06\/13\/air-pollution-internal-migration-iran\/\" rel=\"noopener\">Air pollution<\/a> damage amounted to $8 billion in 2006, which reached $16 billion at the end of 2016. <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/17538947.2021.1919230#:~:text=compared%20to%20Iran).-,The%20mean%20annual%20soil%20erosion%20in%20Iran%20was%20found%20to,in%20Lorestan%20and%20Ilam%20provinces).\" rel=\"noopener\">Erosion<\/a> of 2.7 billion tons of <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/epub\/10.1080\/17538947.2021.1919230?needAccess=true\" rel=\"noopener\">soil<\/a> per year, which is three times the Asian average, and <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/418381\/Soil-erosion-in-Iran-2-5-times-the-world-average\" rel=\"noopener\">2.5<\/a> times the world average which is equivalent to the destruction of one million hectares of agricultural land, ranked thirteenth in the world in terms of <a target=\"_blank\" href=\"https:\/\/climateactiontracker.org\/countries\/iran\/policies-action\/\" rel=\"noopener\">greenhouse gas<\/a> emission.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignleft wp-image-312957\" title=\"iran alborz smoke (1)\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1.jpg\" alt=\"iran alborz smoke (1)\" width=\"500\" height=\"283\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1.jpg 1000w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1-300x170.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1-768x434.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1-150x85.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1-696x393.jpg 696w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2023\/10\/iran-alborz-smoke-1-743x420.jpg 743w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.sciencedirect.com\/topics\/earth-and-planetary-sciences\/environmental-protection\">Environmental protection<\/a> is one of the basic prerequisites for the overall development of any country. Economic growth and development are to be <a target=\"_blank\" href=\"https:\/\/www.mei.edu\/publications\/irans-unrealized-economic-potential\" rel=\"noopener\">established<\/a> according to the natural potential of that country. There should be no country in the world that wouldn&#8217;t want to pursue such a strategy except the clerical regime of Iran.<\/p>\n<p style=\"text-align: justify;\">Regarding <a target=\"_blank\" href=\"https:\/\/www.researchgate.net\/publication\/311503985_The_Conservation_of_Biodiversity_in_Iran_Threats_Challenges_and_Hopes\" rel=\"noopener\">biodiversity<\/a>, it is essential to consider it in all development projects, making its protection the utmost element of <a target=\"_blank\" href=\"https:\/\/irannewswire.org\/reasons-for-irans-biodiversity-loss\/\" rel=\"noopener\">sustainability<\/a>. With the increasing awareness of <a target=\"_blank\" href=\"http:\/\/www.mdpi.com\/journal\/sustainability\" rel=\"noopener\">environmental protection<\/a>, human <a target=\"_blank\" href=\"https:\/\/drinkheartwater.com\/blog\/environmental-awareness\" rel=\"noopener\">consciousness<\/a> has grown, emphasizing the need to preserve the environment for both the current and future generations.<\/p>\n<p style=\"text-align: justify;\">Therefore, any <a href=\"https:\/\/www.pnas.org\/doi\/epdf\/10.1073\/pnas.1525003113\">adverse impacts<\/a> on the natural ecosystems must be prohibited. Education, social discipline, and law as <a href=\"https:\/\/www.facetsjournal.com\/doi\/pdf\/10.1139\/facets-2017-0106\">scientific disciplines<\/a>, play a significant role in these endeavors. However, in Iran, the laws are shaped by the words and personal will of the supreme leader, primarily serving the corrupt ruling clerics of the country, rather than the public welfare. New laws need to be established in response to <a target=\"_blank\" href=\"https:\/\/scholarship.law.ufl.edu\/cgi\/viewcontent.cgi?article=1034&amp;context=facultypub\" rel=\"noopener\">emerging challenges<\/a> while existing laws should be reviewed and overhauled as necessary. A system is required to ensure strict adherence to these laws.<\/p>\n<p style=\"text-align: justify;\">Nature, specifically our <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/environment\/nature\/info\/pubs\/docs\/ecosystem.pdf\" rel=\"noopener\">ecosystems<\/a>, has provided us with food to nourish, fiber to clothe, and materials to build homes and goods for millennia. Natural ecosystems have <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3393065\/\" rel=\"noopener\">conditioned<\/a> the air we breathe, regulated the <a target=\"_blank\" href=\"https:\/\/www.unwater.org\/water-facts\/water-and-ecosystems\" rel=\"noopener\">global water cycle<\/a>, and created the <a target=\"_blank\" href=\"https:\/\/www.nature.com\/scitable\/knowledge\/library\/sustainable-agriculture-23562787\/\" rel=\"noopener\">soil<\/a> that sustained our agriculture. Soil as a <a target=\"_blank\" href=\"mailto:https:\/\/www.intechopen.com\/chapters\/38612\" rel=\"noopener\">unique ecosystem<\/a> has decomposed, absorbed, and neutralized our wastes.<\/p>\n<p style=\"text-align: justify;\">Nature has also <a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41599-020-0390-y\" rel=\"noopener\">accommodated<\/a> many necessities for all mankind and rejuvenated the human spirit. But pressure on <a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41599-020-0390-y\" rel=\"noopener\">nature<\/a> from the impact of about eight billion humans is taking its toll. Natural ecosystems <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2020\/oct\/12\/fifth-of-nations-at-risk-of-ecosystem-collapse-analysis-finds\" rel=\"noopener\">worldwide<\/a> are collapsing. Direct and indirect anthropogenic actions have caused <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8549613\/pdf\/EVA-14-2335.pdf\" rel=\"noopener\">changes<\/a> in Earth\u2019s biota ranging from depletion of Earth\u2019s physical and chemical environment which, had directly influenced human and nonhuman lives. We had <a target=\"_blank\" href=\"https:\/\/uniteforchange.com\/en\/blog\/environment\/human-impact\/\" rel=\"noopener\">never<\/a> had such a devastating effect on the natural ecosystems in previous generations.<\/p>\n<p style=\"text-align: justify;\">When modern humans <a target=\"_blank\" href=\"https:\/\/www.yourgenome.org\/stories\/evolution-of-modern-humans\/\" rel=\"noopener\">emerged<\/a> some 200,000 years ago, changes were slow and over relatively small geographic scales. But now changes are fast, fueled by <a target=\"_blank\" href=\"https:\/\/www3.weforum.org\/docs\/WEF_Global_Risks_Report_2023.pdf\" rel=\"noopener\">unconstrained population growth <\/a>and advancing technologies.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignright wp-image-213983\" title=\"environment\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/03\/environment.gif\" alt=\"environment\" width=\"500\" height=\"284\" \/><\/p>\n<p style=\"text-align: justify;\">Without any sustainable plan, <a target=\"_blank\" href=\"https:\/\/www.science.org\/doi\/10.1126\/science.277.5325.485\" rel=\"noopener\">human-dominated ecosystems<\/a> have not only devastating effects on the farmlands but also on the entire planet. The <a target=\"_blank\" href=\"https:\/\/geo.libretexts.org\/Courses\/Mt._San_Jacinto_College\/Environmental_Science_101\/01:_Science_and_Sustainability\/1.01:_Ecosystems_and_Humans\" rel=\"noopener\">ecological footprint<\/a> of modern societies is huge and in most ecosystems none reversible. The results are <a target=\"_blank\" href=\"https:\/\/link.springer.com\/content\/pdf\/10.1007\/s13280-021-01544-8.pdf\" rel=\"noopener\">global ecological disruption<\/a> and <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7157458\/pdf\/main.pdf\" rel=\"noopener\">biotic impoverishment<\/a>. Yet, modern societies continue to behave as if there were no <a target=\"_blank\" href=\"https:\/\/assets.publishing.service.gov.uk\/media\/602e92b2e90e07660f807b47\/The_Economics_of_Biodiversity_The_Dasgupta_Review_Full_Report.pdf\" rel=\"noopener\">long-term consequences<\/a> of transforming the <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4534254\/\" rel=\"noopener\">biosphere<\/a>\u00a0as if we were not connected to nature\u2019s life-support systems.<\/p>\n<p style=\"text-align: justify;\">One <a target=\"_blank\" href=\"https:\/\/s3.amazonaws.com\/sustainabledevelopment.report\/2023\/sustainable-development-report-2023.pdf\" rel=\"noopener\">unsustainable example<\/a> with a devastating impact due to the <a target=\"_blank\" href=\"https:\/\/documents1.worldbank.org\/curated\/en\/401941468284096627\/pdf\/320430IR.pdf\" rel=\"noopener\">overexploitation<\/a> of the natural environment today is the clerical regime of Iran. Severe air pollution, pesticide pollution, soil depletion, erosion, extreme <a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41598-021-88522-y\" rel=\"noopener\">water depletion<\/a> and pollution, natural resource loss, <a target=\"_blank\" href=\"https:\/\/www.tehrantimes.com\/news\/471920\/Improper-waste-management-incurs-loss-of-1-7b-annually\" rel=\"noopener\">lack of appropriate waste management<\/a>, <a target=\"_blank\" href=\"https:\/\/bmcpublichealth.biomedcentral.com\/articles\/10.1186\/s12889-021-11494-1https:\/bmcpublichealth.biomedcentral.com\/articles\/10.1186\/s12889-021-11494-1\" rel=\"noopener\">lead poisoning<\/a>, <a target=\"_blank\" href=\"https:\/\/lobelog.com\/irans-disappearing-forests-pose-environmental-challenge\/\" rel=\"noopener\">deforestation<\/a>, and <a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41598-021-99636-8\" rel=\"noopener\">desertification<\/a> are just a few. Environmental policy and implementation are <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6926184\/\" rel=\"noopener\">poor<\/a> and non-existent. Iran is beset with interrelated <a target=\"_blank\" href=\"https:\/\/atalayar.com\/en\/blog\/irans-environmental-degradation\" rel=\"noopener\">crises<\/a> of environmental degradation, extreme mismanagement, corruption, unemployment, poverty, and population growth.<\/p>\n<p style=\"text-align: justify;\"><a target=\"_blank\" href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/12348469\/\" rel=\"noopener\">Sustainability<\/a> in Iran is being undermined at the cost of future <a target=\"_blank\" href=\"https:\/\/www.eurasiareview.com\/21012022-irans-environmental-degradation-oped\/\" rel=\"noopener\">generations<\/a>. The clerics have created massive ecological problems which have grave consequences on the country\u2019s geopolitics importance. Iran had a population of 67 million in 1995, a growth rate of 3.6%, and now more than 86 million. The country is having difficulty in maintaining its current <a href=\"https:\/\/www.ifmat.org\/03\/02\/iran-children-face-dehydration-drought-pollution-injustice\/\">infrastructure<\/a>, housing, food, and educational facilities. However, at the same time, the country\u2019s wealth is being spent on <a target=\"_blank\" href=\"https:\/\/www.csis.org\/analysis\/crisis-iran-what-now\" rel=\"noopener\">suppression<\/a> of its people, warmongerings, destabilizing the governments in the Middle East, and <a target=\"_blank\" href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/regional-impact-additional-iranian-money\" rel=\"noopener\">terrorism<\/a> in the region and around the globe.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignleft wp-image-52678\" title=\"Iran Regime Cannot Handle Environmental Crisis\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/01\/Iran_Regime_Cannot_Handle_Environmental_Crisis.jpg\" alt=\"Iran Regime Cannot Handle Environmental Crisis\" width=\"500\" height=\"313\" \/><\/p>\n<p style=\"text-align: justify;\">In 1970, Iran was nearly self-sufficient in <a target=\"_blank\" href=\"https:\/\/www.scirp.org\/pdf\/JSS_2019062613401310.pdf\" rel=\"noopener\">food production<\/a> and even exported its surplus. However, today, it may be <a target=\"_blank\" href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/12348469\/\" rel=\"noopener\">permanently dependent<\/a> on food imports. Despite having abundant oil reserves, natural gas, copper, lead, and marketable items, the actions of the clerical regime have led to significant environmental challenges. They have consumed more than 100% of the country&#8217;s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/society\/the-cause-of-irans-worsening-water-crisis\/\" rel=\"noopener\">renewable water capacity<\/a>, and during their rule, over 50% of the globally recognized <a target=\"_blank\" href=\"https:\/\/www.iranfocus.com\/en\/life-in-iran\/33865-iran-s-government-destroy-country-s-ecosystem\/\" rel=\"noopener\">Hyrcanian forests<\/a> have been devastated. Additionally, <a target=\"_blank\" href=\"https:\/\/www.science.org\/content\/article\/incredible-ecosystem-earth-s-hottest-spot\" rel=\"noopener\">desertification<\/a> has advanced by at least 15%, and the list of environmental issues goes on.<\/p>\n<p style=\"text-align: justify;\">Population growth leads to an <a target=\"_blank\" href=\"https:\/\/www.worldbank.org\/en\/country\/iran\/overview\" rel=\"noopener\">increased demand<\/a> for infrastructure and resources, but there is no effective response from the governing body. Iran has signed many international environmental agreements and has enacted <a target=\"_blank\" href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/12348469\/\" rel=\"noopener\">detailed environmental policies<\/a> and regulations. However, the actual enforcement of these policies <a target=\"_blank\" href=\"https:\/\/sdg.iisd.org\/news\/environmental-laws-impeded-by-lack-of-enforcement-first-ever-global-assessment-finds\/\" rel=\"noopener\">is lacking<\/a> or, in many cases, being omitted.<\/p>\n<p style=\"text-align: justify;\">What do people care about <a href=\"https:\/\/www.nirandfar.com\/common-values\/\">constitutes their values<\/a>?\u00a0People&#8217;s values are often shaped by what they care about. <a target=\"_blank\" href=\"https:\/\/www.nrs.fs.fed.us\/pubs\/jrnl\/2011\/nrs_2011_schroeder_001.pdf\" rel=\"noopener\">These values<\/a> encompass a range of elements, some of which are closely tied to features of the natural environment, including forests, trees, rangelands, animal habitats, wetlands, and plant species. <a target=\"_blank\" href=\"https:\/\/www.mindtools.com\/pages\/article\/newTED_85.htm\" rel=\"noopener\">Other values are interconnected<\/a> with economic considerations, such as jobs in the resource sector, as well as social factors like the well-being of <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1300\/J064v05n01_05\" rel=\"noopener\">rural communities<\/a>, and concerns related to health and safety. In the case of Iran, certain aspects of the country&#8217;s infrastructure have had an<a target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41598-021-04429-8\" rel=\"noopener\"> impact on emissions<\/a> and air pollution.<\/p>\n<p style=\"text-align: justify;\">Human values are first <a target=\"_blank\" href=\"https:\/\/www.canr.msu.edu\/news\/values_as_part_of_environmental_education\" rel=\"noopener\">linked<\/a> to satisfying their biological needs with the primary values of survival becoming the <a target=\"_blank\" href=\"https:\/\/www.canr.msu.edu\/news\/values_as_part_of_environmental_education\" rel=\"noopener\">principle<\/a> in daily life. Since all that we have, comes from what the earth provides us, there is an obvious <a target=\"_blank\" href=\"https:\/\/scholarworks.calstate.edu\/downloads\/tq57nr63v\" rel=\"noopener\">connection<\/a> between our values and the environment that everyone should care about. This question may seem odd at first. But human lives are <a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3339477\/\" rel=\"noopener\">dependent<\/a> upon a physical living system or habitat for their very <a target=\"_blank\" href=\"https:\/\/www.seadocsociety.org\/what-is-ecosystem-health\" rel=\"noopener\">existence<\/a>. So, one might say the value of <a target=\"_blank\" href=\"https:\/\/www.pnas.org\/doi\/epdf\/10.1073\/pnas.1218656110\" rel=\"noopener\">ecosystems<\/a> is virtually infinite. These values are so <a target=\"_blank\" href=\"https:\/\/www.nature.scot\/scotlands-biodiversi%20ty\/scottish-biodiversity-strategy-and-cop15\/ecosystem-approach\/ecosystem-services-natures-benefits\" rel=\"noopener\">pervasive<\/a> that they run unnoticed. People encounter many of these obscured contributions on a daily basis. Nevertheless, charting a rational policy toward protecting the human environment sustainably requires that we first recognize the huge contribution of <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/26395916.2019.1669713\" rel=\"noopener\">ecological systems<\/a> to human well-being and that we consider not only the marketable products derived from those systems but also the more <a target=\"_blank\" href=\"https:\/\/www.silene.ong\/wp-content\/uploads\/2018\/10\/Intangible_values_biological_diversity.pdf\" rel=\"noopener\">intangible values<\/a>, such as spiritual and non-instrumental values.<\/p>\n<p style=\"text-align: justify;\">To choose <a target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2212041612000162\" rel=\"noopener\">appropriate conservation policies<\/a>, one should know how to evaluate <a target=\"_blank\" href=\"https:\/\/www.oecd.org\/env\/cc\/2483789.pdf\" rel=\"noopener\">changes<\/a> in the state of ecosystems, which are severely influenced by the internal dynamics of nature&#8217;s interactions resulting from actual and proposed actions and policies. The most common approaches to such evaluation are <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/20964129.2021.1888655?needAccess=true\" rel=\"noopener\">aggregative<\/a>. They begin by identifying and estimating the value of elements or <a target=\"_blank\" href=\"https:\/\/www.intechopen.com\/chapters\/62933\" rel=\"noopener\">aspects<\/a> of a natural system and attributing value to its parts. There are <a target=\"_blank\" href=\"https:\/\/nicholasinstitute.duke.edu\/sites\/default\/files\/publications\/es_best_practices_fullpdf_0.pdf\" rel=\"noopener\">varying opinions<\/a> in the discourse about environmental value. Practitioners in different disciplines aggregate very different units of value. Economists evaluate actual and possible consumable units, while <a target=\"_blank\" href=\"https:\/\/hal.science\/hal-02504604\/document\" rel=\"noopener\">environmental ethicists<\/a> value habitats and ecosystems as important units. Mainstream <a target=\"_blank\" href=\"https:\/\/ecologyandsociety.org\/vol22\/iss4\/art43\/\" rel=\"noopener\">environmental economics<\/a> and the dominant, non-anthropocentric school of environmental ethics, the two academic disciplines most likely to provide insights regarding <a target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1470160X17307811\" rel=\"noopener\">natural value<\/a>, are at odds regarding the nature of environmental value, despite sharing an aggregative approach. So, there has consequently emerged no common method for evaluating <a target=\"_blank\" href=\"https:\/\/www.nature.com\/scitable\/knowledge\/library\/valuing-ecosystems-71373110\/#:~:text=Part%201:%20Aggregating%20Elements%20of%20Value&amp;text=Consequently%20there%20has%20emerged%20no,method,%20for%20evaluating%20environmental%20change.\" rel=\"noopener\">environmental change<\/a>. This disagreement has blocked the emergence of a unified discourse so far for evaluating environmental change.<\/p>\n<p style=\"text-align: justify;\">Economists measure <a target=\"_blank\" href=\"https:\/\/nap.nationalacademies.org\/read\/9589\/chapter\/7\" rel=\"noopener\">environmental value<\/a> using methods in the same way as pricing &#8220;commodities.&#8221; In other words, goods and services from nature that can be purchased in <a target=\"_blank\" href=\"https:\/\/media.rff.org\/documents\/RFF-DP-09-35.pdf\" rel=\"noopener\">markets<\/a>. Economists usually measure the preferences of individuals as behaviorally measurable &#8220;willingness-to-pay&#8221; and then use these <a target=\"_blank\" href=\"https:\/\/pubs.acs.org\/doi\/pdf\/10.1021\/es990673l\" rel=\"noopener\">prices<\/a> as a guide to the welfare individual consumers seek. Economists have therefore extended their efforts to evaluate aspects of nature that have &#8220;<a target=\"_blank\" href=\"https:\/\/royalsocietypublishing.org\/doi\/epdf\/10.1098\/rstb.2019.0120\" rel=\"noopener\">non-market<\/a>&#8221; values. Their stated preference methods are designed to elicit estimates of individuals&#8217; \u201cwillingness to pay\u201d for a commodity. It is generally spoken of as <a target=\"_blank\" href=\"https:\/\/www.fao.org\/3\/x8955e\/x8955e03.htm\" rel=\"noopener\">&#8220;contingent valuation studies\u201d<\/a> if it were available in markets. Various techniques can be involved, like bidding games, interviews, questionnaires, etc., and their purpose is to represent the price value of commodities, such as <a target=\"_blank\" href=\"https:\/\/pubs.aeaweb.org\/doi\/pdfplus\/10.1257\/jep.26.4.27\" rel=\"noopener\">improved views<\/a> in a national park or the knowledge that polar bears can continue to exist in the Arctic, even though the valuer never expects to visit the Arctic. Economists have thus greatly <a target=\"_blank\" href=\"https:\/\/pubs.aeaweb.org\/doi\/pdfplus\/10.1257\/jep.8.4.45\" rel=\"noopener\">expanded<\/a> the range of goods and services that can be considered &#8220;environmental values.&#8221;<\/p>\n<p style=\"text-align: justify;\">Such optimism, however, is belied by the daunting task of identifying all the possible commodities that would have to be listed and estimated. The apparent inability to list all <a target=\"_blank\" href=\"https:\/\/www.pnas.org\/doi\/epdf\/10.1073\/pnas.1503751112\" rel=\"noopener\">economic measures preferences<\/a> to express many of the values, including values felt for loved ones or deeply spiritual commitments to natural places. Still, most advocates of <a target=\"_blank\" href=\"https:\/\/nespguidebook.com\/assessment-framework\/monetary-valuation\/\" rel=\"noopener\">economic aggregation<\/a> in the valuing of ecosystems suggest a \u201cCBA\u201d as only a starting point. Thus, the bold promise of providing an accounting of ecosystem values in a single, aggregative measure recedes. Of course, the important issue to recognize is that economic values are very <a target=\"_blank\" href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fpubh.2021.722927\/full\" rel=\"noopener\">relevant<\/a> and important in evaluating changes in ecosystems. However, the accompanying sense that these methods must be supplemented with something more is a commitment to temper any <a target=\"_blank\" href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fmars.2019.00560\/full\" rel=\"noopener\">economic indicators<\/a> with a great deal of judgment and provable intentions.<\/p>\n<p style=\"text-align: justify;\">Many are frustrated by the lack of awareness of how ecological systems and processes support <a target=\"_blank\" href=\"https:\/\/www.cbd.int\/doc\/bioday\/2008\/ibd-2008-factsheet-01-en.pdf\" rel=\"noopener\">human well-being<\/a> and the failure of economists to take into account the regulative functions of natural systems that allow human adaptation. Then, it was suggested that ecologists could identify processes that provide &#8220;<a target=\"_blank\" href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fsufs.2020.00038\/full\" rel=\"noopener\">services<\/a>&#8221; to human beings. Ecosystem service identifications will be seen as an important aspect of more <a target=\"_blank\" href=\"https:\/\/www.annualreviews.org\/doi\/pdf\/10.1146\/annurev-environ-110615-085831\" rel=\"noopener\">procedural<\/a> approaches to the evaluation of environmental values.<\/p>\n<p style=\"text-align: justify;\">Environmental <a target=\"_blank\" href=\"https:\/\/www.nature.com\/scitable\/knowledge\/library\/environmental-ethics-91387464\/\" rel=\"noopener\">ethicists<\/a> strongly criticized the aggregated commodity value approach, however, and insisted that all measures of economic value are unacceptably <a target=\"_blank\" href=\"https:\/\/www.uv.mx\/personal\/jmercon\/files\/2011\/08\/norton_env.-ethics-and-weak-anthropocentrism.pdf\" rel=\"noopener\">anthropocentric<\/a> based on the utilitarian theory. Environmental ethicists argue that moral demands of ecosystem protection are not value instrumental to human well-being, but values <a target=\"_blank\" href=\"https:\/\/trace.tennessee.edu\/cgi\/viewcontent.cgi?article=2643&amp;context=utk_graddiss&amp;httpsredir=1&amp;referer\" rel=\"noopener\">intrinsic<\/a> to nature itself. These ethicists believe elements of <a target=\"_blank\" href=\"https:\/\/www.nature.com\/scitable\/knowledge\/library\/intrinsic-value-ecology-and-conservation-25815400\/\" rel=\"noopener\">nature<\/a> have intrinsic values and these values often <a target=\"_blank\" href=\"https:\/\/theconversation.com\/does-nature-have-value-beyond-what-it-provides-humans-47825\" rel=\"noopener\">defeat<\/a> values <a target=\"_blank\" href=\"https:\/\/learn.saylor.org\/mod\/page\/view.php?id=8099\" rel=\"noopener\">instrumental<\/a> to humans.<\/p>\n<p style=\"text-align: justify;\">Non-<a target=\"_blank\" href=\"https:\/\/link.springer.com\/content\/pdf\/10.1007\/s10806-018-9711-1.pdf\" rel=\"noopener\">anthropocentrism<\/a> attributes intrinsic value to natural entities in varying ways. Some identify individual organisms, others identify species, and others identify ecological systems as the <a target=\"_blank\" href=\"https:\/\/philosophy.as.uky.edu\/sites\/default\/files\/faculty_publications\/Anthropocentrism_and_Nature_An_Attempt_at_Reconciliation_Burchett_Kyle.pdf\" rel=\"noopener\">loci<\/a> of such value. In either case, these aggregates have taken the intrinsic value of elements of nature. While there is little agreement about how exactly to do bookkeeping with respect to intrinsic value, intrinsic value theorists aggregate toward decisions for maximizing the protection and flourishing of all elements of nature, human, and nonhuman.<\/p>\n<p style=\"text-align: justify;\">As a result, discussions of ecosystem values are polarized around two opposing theories about the <a target=\"_blank\" href=\"https:\/\/journals.sagepub.com\/doi\/epub\/10.1177\/10892680211048174\" rel=\"noopener\">nature<\/a> of ecological value. Therefore, no unified approach for evaluating ecological change has emerged yet.<\/p>\n<p style=\"text-align: justify;\">Nowadays, a second approach for evaluating ecosystem change has been presented, a &#8220;<a target=\"_blank\" href=\"https:\/\/reader.elsevier.com\/reader\/sd\/pii\/S0048969721055893?token=D1C0E61B0D91C75A214454BD920FFC84BD5CF31B64D424DAA8C1309CA16E2DEAFC9AF214921769CE4A2D8F4D7255A48E&amp;originRegion=us-east-1&amp;originCreation=20221008025640\" rel=\"noopener\">participative\/process<\/a>&#8221; approach, shifts the unit of analysis from particular changes to possible &#8220;<a target=\"_blank\" href=\"https:\/\/link.springer.com\/content\/pdf\/10.1007\/s13280-020-01378-w.pdf\" rel=\"noopener\">development paths<\/a>&#8221; or &#8220;scenarios.&#8221; On this approach, no attempt is made to provide a single total value of the system; rather, various evaluation policies affecting <a target=\"_blank\" href=\"https:\/\/environmentalevidencejournal.biomedcentral.com\/articles\/10.1186\/s13750-022-00276-w\" rel=\"noopener\">ecosystem changes<\/a> can be carried out as a ranking of possible choices or <a target=\"_blank\" href=\"http:\/\/dx.doi.org\/10.5751\/ES-06915-190432\" rel=\"noopener\">holistically<\/a> interpreted as possible development paths to expected outcomes of an ecosystem. The representative <a target=\"_blank\" href=\"https:\/\/onlinelibrary.wiley.com\/doi\/epdf\/10.1111\/rec.13035\" rel=\"noopener\">members<\/a> of the affected societies discussed this evaluating method: first, evaluative criteria representing values considered important and, second, rank possible outcomes as preferred or less preferred according to the list of criteria.<\/p>\n<p style=\"text-align: justify;\">The <a target=\"_blank\" href=\"https:\/\/www.epa.gov\/eco-research\/national-ecosystem-services-classification-system-plus-frequently-asked-questions\" rel=\"noopener\">difference<\/a> between the aggregative approach and the process approach, besides the pluralism with respect to values of the ecosystem depends upon movement toward <a target=\"_blank\" href=\"https:\/\/reader.elsevier.com\/reader\/sd\/pii\/S0959378017303540?token=CB223F966246ED8BC256724C7422CA0AE9396E441F8D0A4D9C8430CB4C06AACF3CB10D992D76BA85B0C32D57BFE5396A&amp;originRegion=us-east-1&amp;originCreation=20221008032326\" rel=\"noopener\">consensus<\/a> in action, rather than trying to calculate or compute a correct answer based on aggregation of a single kind of values.<\/p>\n<p style=\"text-align: justify;\">The process approach, sometimes called &#8220;<a target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/topics\/earth-and-planetary-sciences\/adaptive-management\" rel=\"noopener\">adaptive management<\/a>&#8221; or &#8220;<a target=\"_blank\" href=\"https:\/\/www.taylorfrancis.com\/chapters\/oa-edit\/10.4324\/9781003197256-11\/capacity-building-acm-peter-cronkleton-kristen-evans-anne-larson\" rel=\"noopener\">adaptive collaborative management<\/a>,&#8221; thus directs its attention toward the development of improved processes of deliberation and considers decisions &#8220;rational&#8221; as long as they were arrived at by an &#8220;<a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/21513732.2014.966149?needAccess=true\" rel=\"noopener\">appropriate process<\/a>&#8220;. This approach seems more appropriate in democratic societies that value nature in diverse ways, and it encourages social learning and public deliberation about the importance of monitoring and implementation.<\/p>\n<p><img decoding=\"async\" class=\"alignleft wp-image-51444\" title=\"Iran\u2019s Environment About to Be Wiped off the Map\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2018\/06\/Irans-Environment-About-to-Be-Wiped-off-the-Map.jpg\" alt=\"Iran\u2019s Environment About to Be Wiped off the Map\" width=\"500\" height=\"338\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2018\/06\/Irans-Environment-About-to-Be-Wiped-off-the-Map.jpg 800w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2018\/06\/Irans-Environment-About-to-Be-Wiped-off-the-Map-300x203.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2018\/06\/Irans-Environment-About-to-Be-Wiped-off-the-Map-768x518.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2018\/06\/Irans-Environment-About-to-Be-Wiped-off-the-Map-696x470.jpg 696w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/p>\n<p style=\"text-align: justify;\">It turns out that the techniques and tools developed for aggregating goods can play a role in the valuation of ecosystems. As described above, aggregative analyses seek to provide, on the basis of careful analysis, the best solution to a problem affecting ecosystems. This analysis occurs independently of political and social processes. Those who reject aggregation do not believe there is an appropriate solution. So, they emphasize developing free and fair processes that allow incremental learning about what is possible and valuable. Process-oriented evaluators can thus incorporate economic and environmental considerations into the deliberative discourse, where the test of theory is its usefulness in reaching a holistic consensus. Identification and articulation of human dependencies on nature can be an important aspect of learning in adaptive and collaborative processes. Decades of mismanagement, corruption, wrong policies, terrorism expenditure, and unsustainable economic plans of ruling clerics in Iran have exacerbated the internal and external degradation factors, and as a whole have worked to destroy the natural fabric of Iran. Iran\u2019s environmental crisis is intertwined with other socioeconomic crises. The salvation of such crises isn\u2019t within the power of ruling clerics, nor the will of a corrupt, warmongering government system, and the Iranian uprisings for \u201cFreedom and Water\u201d have decided to bring down this government in its entirety, which is an enemy of humanity, freedom, peace, security, happiness, and the welfare of people.
