Over the past week, a broad spectrum of former and current state officials visited the Ministry of Interior, with some holding press conferences, releasing promotional <a href=\"https:\/\/x.com\/Mehrefarda\/status\/1797892404848332827\" target=\"_blank\" rel=\"noopener\">videos on social media<\/a>, and leaking news and rumors through their media contacts to build excitement for the June 28 election. Given that, since the 2017 and 2019 uprisings, elections in Iran have ceased to be a contest between Khamenei&#8217;s faction and his political rivals and have instead become a race between Khamenei&#8217;s favorite and some placeholder candidates, analysts and politicians worldwide are questioning whether Raisi&#8217;s death has altered the balance of power in Tehran.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.asriran.com\/fa\/news\/971690\/\" target=\"_blank\" rel=\"noopener\">According to state media<\/a>, registration for candidates in the 14th presidential sham election began on Thursday, May 30, and ended on Monday evening, June 3. The candidates&#8217; eligibility files, or more accurately, their suitability as determined by <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/exclusive-report\/khameneis-circle-and-the-complex-incoherent-world-of-irans-power-strain\/\">Khamenei\u2019s Beyt<\/a>, will be sent to the Guardian Council, which will announce the final list of candidates on June 11.<\/p>\n<p style=\"text-align: justify;\">Based on official statistics, during the five-day registration period, 287 individuals applied, but only 80 were officially registered, considering the legal requirements for the presidency. Among the <a href=\"https:\/\/www.didbaniran.ir\/%D8%A8%D8%AE%D8%B4-%D8%B3%DB%8C%D8%A7%D8%B3%DB%8C-3\/188450-%D9%86%DA%AF%D8%A7%D9%87%DB%8C-%D8%A8%D9%87-%DA%A9%D8%A7%D8%B1%D9%86%D8%A7%D9%85%D9%87-%D8%B3%D9%88%D8%A7%D8%A8%D9%82-%D9%86%D8%A7%D9%85%D8%B2%D8%AF-%D8%A7%D8%B5%D9%84%DB%8C-%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%D8%B1%DB%8C%D8%A7%D8%B3%D8%AA-%D8%AC%D9%85%D9%87%D9%88%D8%B1%DB%8C-%D8%B1%D9%82%D8%A7%D8%A8%D8%AA-%D8%A7%D8%B5%D9%84%DB%8C-%D9%85%DB%8C%D8%A7%D9%86-%DA%A9%D8%AF%D8%A7%D9%85-%DA%A9%D8%A7%D9%86%D8%AF%DB%8C%D8%AF%D8%A7%D9%87%D8%A7%D8%B3%D8%AA\" target=\"_blank\" rel=\"noopener\">notable figures were<\/a> Saeed Jalili, Khamenei\u2019s representative on the Supreme National Security Council and a member of the Expediency Discernment Council; Alireza Zakani, Mayor of Tehran; Mehrdad Bazrpash, Minister of Roads and Urban Development in Raisi\u2019s government; <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/iran-1988-massacre-who-is-mostafa-pourmohammadi\/\">Mostafa Pourmohammadi<\/a>, former Minister of Interior and a main perpetrator in the 1988 massacre; Mohammad Bagher Ghalibaf, current Speaker of the Parliament; <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/anews\/who-is-who\/who-is-vahid-haghanian-the-invisible-hand-of-khamenei-now-in-the-presidential-spotlight\/\">Vahid Haghanian<\/a>, Deputy for Special Affairs in Khamenei\u2019s office; former President Mahmoud Ahmadinejad; former Speaker <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iran-presidential-election-2021-who-is-ali-larijani\/\">Ali Larijani<\/a>; former Central Bank Governor Abdolnaser Hemmati; former Vice President Eshaq Jahangiri; and many other officials.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Raisi?src=hash&amp;ref_src=twsrc%5Etfw\">#Raisi<\/a>\u2019s Death Cripples Khamenei\u2019s Decade-Long Project to Maintain Rule over <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> <a href=\"https:\/\/t.co\/ibcs5oMwbB\">https:\/\/t.co\/ibcs5oMwbB<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1793254230997766179?ref_src=twsrc%5Etfw\">May 22, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">Given Tehran&#8217;s long history of deception and lack of transparency, analysts are questioning whether officials disqualified in previous rounds have received now Khamenei&#8217;s approval. They also wonder which of them will pass the Guardian Council&#8217;s scrutiny and what the implications of these developments are.<\/p>\n<p style=\"text-align: justify;\">While definitive answers to these questions will likely emerge on June 12 and perhaps more clearly on July 1, a few points are already evident:<\/p>\n<p style=\"text-align: justify;\">All regime leaders have sensed Khamenei&#8217;s significant weakness. Following a series of popular uprisings over the past seven years and the failed sham elections in 2020, 2021, and 2024, they understand that a widespread boycott and a resounding &#8220;no&#8221; from the Iranian people signal Tehran&#8217;s weakness to the world. They have come to grasp that a regime that tries to present itself as the region&#8217;s leading power is never taken seriously by foreign and regional adversaries when facing such internal disgrace.<\/p>\n<p style=\"text-align: justify;\">Khamenei&#8217;s rival factions believe that after Raisi\u2019s death, who was a key figure in his decade-long effort to consolidate power, coupled with Raisi\u2019s subsequent economic, political, and social failures culminating in his and his foreign minister&#8217;s demise, the Supreme Leader might reconsider his approach amid a myriad of internal and external crises.<\/p>\n<p style=\"text-align: justify;\">However, on June 3, at the commemoration ceremony of his predecessor Ruhollah Khomeini\u2019s death, <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-election\/overshadowed-by-two-major-deaths-iranian-regimes-supreme-leader-asserts-his-vitality\/\">Khamenei outlined his vision<\/a> for the ideal president and praised Ebrahim Raisi extensively, signaling that his preferred candidate should possess \u201csimilar qualities.\u201d Khamenei\u2019s repeated emphasis on the October 7 attacks and his statement that this was \u201ca much-needed event for the region\u201d clearly signaled that he views external crises as a means to alleviate internal tensions.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Who Is Vahid Haghanian, The Invisible Hand of Khamenei Now in <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>\u2019s Presidential Spotlight<a href=\"https:\/\/t.co\/JbPvTZg5BG\">https:\/\/t.co\/JbPvTZg5BG<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1796968706217820294?ref_src=twsrc%5Etfw\">June 1, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/making-sense-of-iranian-officials-ambiguous-assertions-about-october-7-attacks\/\">numerous statements<\/a> by state officials <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/media-spotlight-iranian-regimes-officials-expose-their-role-in-regional-turmoil\/\">from all stripes<\/a> following the October 7 attacks also suggest that he is not wrong in this regard. Consequently, Khamenei intensified his rhetoric on regional destabilization, even sending messages to American students to pretend he could\u00a0influence deep inside enemy territory.<\/p>\n<p style=\"text-align: justify;\">Historically, the clerical regime has shown that everything is secondary and changeable when it comes to its fundamental principle of survival. Khamenei and all current and former officials prioritize mechanisms of survival above all else. Hence, to regain some credibility, Khamenei is likely to use all available resources and individuals to create what he deems \u201ca dynamic electoral spectacle.\u201d However, this will not come at the expense of questioning the regime&#8217;s security and survival.<\/p>\n<p style=\"text-align: justify;\">This electoral display also has foreign policy benefits.
