Tehran, <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iranian-officials-respond-to-syrian-regimes-fall-exposing-deep-anxieties-and-strategic-fear\/\">fearful that Assad\u2019s fall<\/a> would jeopardize its regional dominance, exploited Western hesitations by dangling the prospect of nuclear diplomacy. This move not only bought time for Assad but also allowed the clerical regime in Iran to solidify its influence across the Middle East. The price was paid not by negotiators in Vienna or diplomats in Washington but by ordinary Syrians, Iraqis, Lebanese, Yemenis, and Iranians who bore the brunt of Tehran\u2019s proxy wars and repression.<\/p>\n<h3 style=\"text-align: justify;\">A Legacy of Violence and Betrayal<\/h3>\n<p style=\"text-align: justify;\">September 1, 2013, just weeks after the proposed strike on Assad was shelved, Iranian <a href=\"https:\/\/www.reuters.com\/article\/world\/iranian-dissidents-killed-in-iraq-camp-u-n-demands-inquiry-idUSBRE98004H\/\" target=\"_blank\" rel=\"noopener\">proxies carried out the massacre<\/a> of 52 members of the opposition group Mujahedin-e-Khalq (MEK) at Camp Ashraf in Iraq. These individuals had <a href=\"https:\/\/www.amnesty.org\/en\/wp-content\/uploads\/2021\/06\/mde140262009en.pdf\" target=\"_blank\" rel=\"noopener\">been promised protection<\/a> under the Fourth Geneva Convention by the U.S. military. Yet, as the ink dried on back-channel discussions between Tehran and Washington, their safety was betrayed. The timing of this atrocity raised unsettling questions about the price of appeasement\u2014questions that remain unanswered to this day.<\/p>\n<p style=\"text-align: justify;\">Despite Tehran\u2019s claims of goodwill in nuclear negotiations, the regime\u2019s nuclear program was not curtailed. Instead, the 2015 Joint Comprehensive Plan of Action (JCPOA) became a shield, granting Iran <a href=\"https:\/\/foreignpolicy.com\/2021\/04\/28\/iran-deal-biden-bailout\/\" target=\"_blank\" rel=\"noopener\">economic relief<\/a> while enabling it to double down on regional aggression. Long before he assumed the mantle of Supreme Leader, Khamenei was the architect of <a href=\"https:\/\/www.iranintl.com\/en\/202211016600\" target=\"_blank\" rel=\"noopener\">Tehran\u2019s proxy doctrine<\/a>, using armed groups to project power abroad while maintaining plausible deniability at home. From Hezbollah in Lebanon to the Houthis in Yemen, these proxies have not only destabilized the Middle East but also entrenched the regime\u2019s control by framing external conflict as a defensive necessity.<\/p>\n<p style=\"text-align: justify;\">In public speeches, <a href=\"https:\/\/farsi.khamenei.ir\/photo-album?id=34028\" target=\"_blank\" rel=\"noopener\">Khamenei has repeatedly warned<\/a> domestic critics that Iran\u2019s regional adventures are essential for national survival. &#8220;If we don\u2019t fight in Syria, Yemen, and Lebanon, we\u2019ll have to fight the enemy in Kermanshah, Hamadan, or Tehran,&#8221; he declared, weaving a narrative that conflates the regime\u2019s survival with its neighbors\u2019 submission. It was under this pretext that <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/who-was-the-vicious-criminal-qassem-soleimani\/\" target=\"_blank\" rel=\"noopener\">Qassem Soleimani<\/a>, the notorious commander of the IRGC Quds Force, orchestrated atrocities across the region. From igniting sectarian strife in Iraq to engineering the rise of ISIS as a means to justify Iranian intervention, Soleimani embodied the regime\u2019s cynical calculus: chaos abroad secures power at home.<\/p>\n<h3 style=\"text-align: justify;\">Breaking the Cycle of Appeasement<\/h3>\n<p style=\"text-align: justify;\">Western policymakers often misunderstood this strategy, mistaking Iranian aggression for opportunism rather than recognizing it as a cornerstone of the regime\u2019s survival. By treating Tehran as a rational actor seeking pragmatic solutions, they fell into a trap, offering concessions that only emboldened its leaders. The nationwide uprisings of 2017, 2019, and 2021 revealed the regime\u2019s fragility and exposed the hollowness of its claims to legitimacy. Protesters chanting &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=-khk2sE-PRc\" target=\"_blank\" rel=\"noopener\">No Gaza, No Lebanon<\/a>, my life for Iran!&#8221; encapsulated the growing disdain for a regime that prioritizes foreign adventures over domestic welfare.<\/p>\n<p style=\"text-align: justify;\">If the world has learned anything from Syria\u2019s decade of suffering, it is that appeasement only prolongs the inevitable. <a href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2024\/12\/11\/the-fall-of-bashar-al-assad-is-a-blow-to-iran\" target=\"_blank\" rel=\"noopener\">Assad\u2019s fall in 2024<\/a>, though long overdue, proves that even the most entrenched dictatorships can collapse under sustained pressure. The same principle applies to Tehran. The Iranian regime, weakened by internal dissent, economic collapse, and international isolation, is not invincible. What it fears most is not foreign armies but the organized defiance of its own people.<\/p>\n<p style=\"text-align: justify;\">Ending appeasement is not merely a moral imperative; it is a strategic necessity. The West must abandon the illusion that incremental concessions will moderate Tehran\u2019s behavior. Instead, it should focus on empowering Iran\u2019s opposition, both inside and outside the country.
