The discussion also addressed the imminent execution of political prisoners <a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/8975\/2025\/en\/\" target=\"_blank\" rel=\"noopener\">Behrouz Ehsani and Mehdi Hassani<\/a>, highlighting the regime\u2019s use of torture and capital punishment to suppress dissent.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1296\" data-end=\"1749\">Baroness Kennedy reiterated calls for the IRGC\u2019s terrorist designation, noting that \u201cSweden, Canada, the United States, and Bahrain\u2014a whole set of countries\u2014have already proscribed the IRGC.\u201d She questioned whether the UK\u2019s reluctance was linked to maintaining diplomatic relations with Tehran and suggested that, if full proscription was not possible, \u201ccan the leadership of the Revolutionary Guard not be placed on our targeted sanctions lists?\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"1751\" data-end=\"2248\">Responding to the debate, Home Office Minister Lord Hanson confirmed that the government keeps proscription \u201cunder review at all times\u201d but refrained from committing to an immediate decision. He announced that \u201cJonathan Hall KC has been asked to review the parts of our counterterrorism framework that could be applied to modern-day state threats, such as those from Iran.\u201d The review will include examining whether a new proscription mechanism is needed for state-linked bodies like the IRGC.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> News: <a href=\"https:\/\/twitter.com\/GOVUK?ref_src=twsrc%5Etfw\">@GOVUK<\/a> Declares Clerical Regime a National Security Threat, Expands Crackdown on <a href=\"https:\/\/twitter.com\/hashtag\/IRGCterrorists%E2%80%8C?src=hash&amp;ref_src=twsrc%5Etfw\">#IRGCterrorists\u200c<\/a> and MOIS<a href=\"https:\/\/t.co\/my5xnXS7pF\">https:\/\/t.co\/my5xnXS7pF<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1897180601578643783?ref_src=twsrc%5Etfw\">March 5, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">The government also placed <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iran-news-uk-declares-clerical-regime-a-national-security-threat-expands-crackdown-on-irgc-and-mois\/\" target=\"_blank\" rel=\"noopener\">Iran on the enhanced tier<\/a> of its new Foreign Influence Registration Scheme (FIRS), which will require individuals acting on behalf of foreign states to register their activities or face penalties, including potential prison sentences. \u201cThis is the first time we have placed an entire state on the enhanced tier,\u201d Lord Hanson stated, emphasizing that the government is sending \u201ca very strong signal to the Iranian regime that we will not tolerate its behavior.\u201d<\/p>\n<p style=\"text-align: justify;\">Lord Arbuthnot pressed the government for clarity, asking: \u201cIf the Minister cannot confirm that the IRGC could be proscribed, what does \u2018keeping it under review\u2019 mean?\u201d Similarly, Lord Cryer did not hold back, calling the IRGC \u201ca bunch of clerical fascists and homicidal maniacs who specialize particularly in the rape, torture, and murder of women, among others.\u201d He demanded to know what further actions the IRGC must take to warrant its proscription.<\/p>\n<div class=\"flex max-w-full flex-col flex-grow\" style=\"text-align: justify;\">\n<div class=\"min-h-8 text-message relative flex w-full flex-col items-end gap-2 whitespace-normal break-words text-start [.text-message+&amp;]:mt-5\" dir=\"auto\" data-message-author-role=\"assistant\" data-message-id=\"825e0b96-05b7-4a23-9b8c-10069861e7d6\" data-message-model-slug=\"gpt-4o\">\n<div class=\"flex w-full flex-col gap-1 empty:hidden first:pt-[3px]\">\n<div class=\"markdown prose w-full break-words dark:prose-invert light\">\n<p data-start=\"1272\" data-end=\"1631\" data-is-last-node=\"\" data-is-only-node=\"\">Meanwhile, Lord Polak, who has been personally sanctioned by the regime in Iran, expressed frustration over the delay, stating: \u201cI fail to understand what more the IRGC needs to do to be proscribed.\u201d He recalled that \u201cI even voted with the Labour Party when the noble Lord, Lord Coaker, had an amendment to proscribe the IRGC. He quoted Hassani\u2019s message to the Iranian people: \u201cThis execution-driven regime knows nothing else. I will not bargain over my life. I am prepared to give my humble life for the freedom of the Iranian people.\u201d He called on the government to coordinate with the UN Human Rights Council and the UN Special Rapporteur to challenge \u201cthe grossly wrong, unfair verdicts that have been delivered.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"2745\" data-end=\"3119\">Lords also urged the government to engage directly with Iranian pro-democracy opposition groups. Baroness O\u2019Loan stressed the importance of \u201csupporting Iranian civil society and opposition movements advocating for a democratic, secular republic,\u201d and called on the government to allow <a href=\"https:\/\/www.ncr-iran.org\/en\/maryam-rajavi\/\" target=\"_blank\" rel=\"noopener\">Maryam Rajavi<\/a>, leader of the National Council of Resistance of Iran, to visit the UK.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3121\" data-end=\"3540\" data-is-last-node=\"\" data-is-only-node=\"\">While the government remains hesitant to proscribe the IRGC, it reaffirmed its commitment to countering Iranian interference, protecting Iranian dissidents in the UK, and monitoring threats from Tehran\u2019s intelligence operations.
