{"id":330775,"date":"2025-04-22T18:13:27","date_gmt":"2025-04-22T17:13:27","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/?p=330775"},"modified":"2025-04-22T18:13:27","modified_gmt":"2025-04-22T17:13:27","slug":"iranian-regimes-education-minister-signs-disgraceful-pact-with-security-forces","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-human-rights\/iranian-regimes-education-minister-signs-disgraceful-pact-with-security-forces\/","title":{"rendered":"Iranian Regime&#8217;s Education Minister Signs Disgraceful Pact with Security Forces"},"content":{"rendered":"<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignnone size-full wp-image-243863\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI.jpg\" alt=\"NCRI\" width=\"1000\" height=\"562\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI.jpg 1000w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI-300x169.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI-768x432.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI-150x84.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/07\/NCRI-696x391.jpg 696w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"size-full wp-image-218888 alignleft\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/01\/NCRI-50.jpg\" alt=\"NCRI logo\" width=\"75\" height=\"69\" \/><\/p>\n<h3 style=\"text-align: justify;\">Iran: Signing of a Disgraceful Memorandum of Understanding Between Minister of Education and the Criminal Commander of SSF<\/h3>\n<p style=\"text-align: justify;\"><strong>Legitimizing the Entry of Repressive Forces into Educational Environments to Suppress Uprisings and Protests<\/strong><\/p>\n<p style=\"text-align: justify;\">The disgraceful memorandum of understanding between the Ministry of Education of the ruling religious fascism in Iran and the State Security Force (SSF) reflects both the regime&#8217;s fear of student protests and uprisings and the formalization of the overt and covert presence of SSF agents in schools and educational institutions.<\/p>\n<p style=\"text-align: justify;\">The memorandum, signed on April 20, 2025, by Brigadier General Ahmadreza Radan, commander of the State Security Force, and Alireza Kazemi, Minister of Education under Pezeshkian\u2019s administration, was published by the Quds Force-affiliated Tasnim News Agency, which quoted the Ministry of Education.<\/p>\n<p style=\"text-align: justify;\">During the signing ceremony, Kazemi addressed Radan saying: \u201cIn every field, I am a soldier of Commander Radan&#8230; The Ministry of Education is at your full service&#8230;\u201d<\/p>\n<p style=\"text-align: justify;\">The stated objectives of the memorandum include \u201ccooperation in establishing security,\u201d \u201cpromoting and developing social order and discipline,\u201d and \u201cworking to prevent emerging social harms and risky behaviors.\u201d These objectives clearly imply security, surveillance, and repressive measures targeting students and teachers. It is evident that the published version of the text does not encompass the entirety of the agreements.<\/p>\n<p style=\"text-align: justify;\">The Ministry of Education\u2019s commitments to the State Security Force (SSF) \u00a0are listed in ten clauses. Among them, the Ministry pledges to involve the police in the development of \u201ctextbooks and educational materials\u201d through \u201ccollaboration and participation.\u201d Another clause commits to cooperation \u201cin implementing the plans of specialized police forces (including the cyber police, anti-narcotics police, traffic police, prevention police, criminal investigations, and the intelligence organization), police assistants, and others for cultural integration for administrative and educational staff, students, and their parents.\u201d<\/p>\n<p style=\"text-align: justify;\">Additional obligations include collaborating with the SSF in drafting guidelines for reducing risk factors, and cooperating in using educational, training, athletic, and other facilities.<\/p>\n<p style=\"text-align: justify;\">In return, the SSF commits to activities such as \u201cdeveloping a plan to counter virtual space threats and providing policing services,\u201d \u201ccooperating in implementing the student social protection system,\u201d and \u201cdelivering or executing judicial rulings against teachers, administrative staff, and students outside of educational premises.\u201d This indicates a significant number of repressive rulings already issued against students and educational staff.<\/p>\n<p style=\"text-align: justify;\">The NCRI Education Committee, while condemning this disgraceful memorandum, calls on teachers and students to oppose and protest it. It also urges all international human rights organizations, as well as teachers&#8217;, students&#8217;, and university associations and unions, to denounce the clerical regime\u2019s repressive
