While officials claim it\u2019s part of revitalizing &#8220;inactive mosques,&#8221; the program\u2019s structure reveals its true purpose: creating a decentralized network to monitor, intimidate, and suppress dissent at the grassroots level.<\/p>\n<p style=\"text-align: justify;\">Weekly meetings\u2014held every Tuesday after morning prayers\u2014will bring together local officials, IRGC representatives, Basij forces, municipal authorities, law enforcement, and even figures from the Ministry of Education and Sports. But in the clerical regime\u2019s version, these goals are pursued not by social workers or economic planners, but by the IRGC and Basij\u2014paramilitary entities long associated with surveillance, repression, and coercion.<\/p>\n<p style=\"text-align: justify;\">Hossein <a href=\"https:\/\/fararu.com\/fa\/news\/871603\" target=\"_blank\" rel=\"noopener\">Salami revealed<\/a> that 64,000 Basij bases are prepared to implement the plan. From the &#8220;Student Mobilization&#8221; units in schools to &#8220;ideological-political circles,&#8221; the regime has long embedded its security arms in everyday institutions. These initiatives have subjected generations to indoctrination, surveillance, arbitrary arrests, and in many cases, state-sanctioned violence.<\/p>\n<p style=\"text-align: justify;\">The \u201cNeighborhood-Based Management\u201d plan follows this same trajectory, but on a larger scale. Its objective is to turn Iranian cities into watchtowers, where every neighborhood becomes a surveillance cell and every act of dissent is swiftly neutralized.<\/p>\n<h2 style=\"text-align: justify;\">Aerial Surveillance: Expanding the Security Net<\/h2>\n<p style=\"text-align: justify;\">In a parallel development, the Tehran municipality has announced a plan to conduct aerial surveillance over the capital\u2019s airspace\u2014yet another escalation in domestic monitoring. In reality, they reflect a deep fear of <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/\" target=\"_blank\" rel=\"noopener\">societal unrest<\/a>. Widespread dissatisfaction, fueled by crushing economic inequality and relentless political repression, continues to drive protests and civil disobedience.<\/p>\n<p style=\"text-align: justify;\">Rather than responding to the root causes of this unrest, the regime tightens its grip. Just as the enforcement of mandatory hijab laws backfired and intensified public outrage, the militarization of neighborhoods and airspace may further alienate the very people the regime seeks to dominate.<\/p>\n<p style=\"text-align: justify;\">This is not governance\u2014it is occupation. And the Iranian people, who have endured decades of similar programs, recognize it for what it is. They see through the rhetoric of \u201cservice provision\u201d and \u201csocial capital.\u201d They know that the real goal is control.<\/p>\n<p style=\"text-align: justify;\">Whether this new system of repression will succeed in quelling dissent\u2014or instead become the catalyst for further resistance\u2014remains to be seen. But history shows that repression cannot buy legitimacy.
