Backed by Tehran with advanced weaponry, the Houthis are emerging as a central pillar in Iran\u2019s long-standing strategy of asymmetric warfare\u2014using non-state actors to sow chaos, leverage geopolitical negotiations, and deflect attention from domestic unrest.<\/p>\n<h2 style=\"text-align: justify;\">Khamenei\u2019s Public Endorsement<\/h2>\n<p style=\"text-align: justify;\">On July 14, 2025, the <a href=\"https:\/\/x.com\/Khamenei_fa\/status\/1944495446388252823\" target=\"_blank\" rel=\"noopener\">Persian-language X accoun<\/a>t affiliated with Iran regime\u2019s Supreme Leader Ali Khamenei praised the Houthi attacks on commercial shipping. In the message, Khamenei called the actions of the \u201cpeople of Yemen and the Ansar Allah government\u2026 truly admirable\u201d and hoped such resistance would continue.<\/p>\n<p style=\"text-align: justify;\">This endorsement was not only a clear affirmation of Iran\u2019s backing of the Houthis but also an effort to frame the militia as the legitimate representative of the Yemeni people\u2014an assertion widely rejected by the international community, which recognizes Yemen\u2019s internationally backed government and views the Houthis as an Iranian regime proxy force.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&quot;<a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>&#39;s supreme leader Ali Khamenei defiantly denied that the Houthis were a proxy following last weekend&#39;s US air strikes. But intelligence from <a href=\"https:\/\/twitter.com\/Mojahedineng?ref_src=twsrc%5Etfw\">@Mojahedineng<\/a> \/NCRI inside <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> shows this is far from true.&quot; <a href=\"https:\/\/twitter.com\/marcogiann?ref_src=twsrc%5Etfw\">@marcogiann<\/a> writes in <a href=\"https:\/\/twitter.com\/Daily_Express?ref_src=twsrc%5Etfw\">@Daily_Express<\/a><a href=\"https:\/\/t.co\/gTMIoDRSbr\">https:\/\/t.co\/gTMIoDRSbr<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1903732093437223071?ref_src=twsrc%5Etfw\">March 23, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\">A Threat to Global Trade<\/h2>\n<p style=\"text-align: justify;\">On July 12, 2025, <a href=\"https:\/\/fox40.com\/news\/international\/ap-international\/ap-search-ends-for-those-missing-after-yemens-houthi-rebels-sink-ship-in-red-sea\/\" target=\"_blank\" rel=\"noopener\">Fox 40 reported<\/a> that Houthi forces had sunk a Liberian-flagged cargo ship in the Red Sea, killing at least four crew members and rescuing only six out of a crew of 25. This was part of a broader wave of attacks within a 48-hour period targeting two commercial vessels. Armed with Iranian-supplied ballistic missiles, drones, and rocket-propelled grenades, the Houthis have turned the Bab el-Mandeb Strait\u2014one of the world\u2019s most critical maritime chokepoints\u2014into a volatile zone.<\/p>\n<p style=\"text-align: justify;\">According to Hal Kempfer, CEO of GRIP (Global Risk Intelligence &amp; Planning Inc.), \u201cthe temporary ceasefire between Houthis and international forces, including the United States, has always been fragile.\u201d He highlighted that the current lack of international naval presence in the Red Sea, due to heightened tensions near the Strait of Hormuz, has emboldened Iran regime\u2019s proxies to act more freely.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Amb. The regime\u2019s broader strategic playbook\u2014built around manufacturing crises to serve political and security objectives\u2014relies heavily on the empowerment of armed non-state actors.<\/p>\n<p style=\"text-align: justify;\">Kempfer emphasized the unique advantage the Houthis hold: their geographic position in Yemen, the weakened capacity of regional governments to engage them directly, and Iran\u2019s continued material support. The assaults have raised insurance and transportation costs, disrupted global supply chains, and triggered international condemnation. But as long as Iran\u2019s regime continues to arm and politically support the Houthis, prospects for peace remain bleak.<\/p>\n<p style=\"text-align: justify;\">Inside Iran, the regime uses these external crises to justify domestic repression and distract from internal dissent and economic hardship. But ultimately, without addressing the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/behind-regional-aggression-iran-conceals-an-underlying-internal-peril\/\" target=\"_blank\" rel=\"noopener\">source of this regional aggression<\/a>\u2014the Tehran regime itself\u2014the Middle East will remain vulnerable to further instability.<\/p>\n<p style=\"text-align: justify;\">Any sustainable solution requires empowering the Iranian people and organized resistance to challenge the current regime\u2019s grip on power.
