Declaring that negotiations have failed and sanctions have been ineffective without resolve, Amb. Joseph called for the immediate activation of <a href=\"https:\/\/www.reuters.com\/world\/europe\/europeans-warn-iran-un-sanctions-if-no-concrete-progress-nuclear-issue-2025-07-17\/\" target=\"_blank\" rel=\"noopener\">snapback sanctions<\/a> under the JCPOA. He warned that the Iranian regime, currently enriching uranium to 60% and stonewalling international inspectors, is rapidly approaching the nuclear threshold. Yet, he emphasized that the core threat lies not only in Tehran&#8217;s nuclear ambitions but in its very nature as a violent, oppressive theocracy.<\/p>\n<p style=\"text-align: justify;\">Amb. Joseph dismantled the false binary of &#8220;war or diplomacy,&#8221; presenting instead a third option: moral and political support for the Iranian people and their organized resistance. Highlighting the viability of the <a href=\"https:\/\/www.maryam-rajavi.com\/en\/viewpoints\/plan-for-future-of-iran\/\" target=\"_blank\" rel=\"noopener\">NCRI&#8217;s Ten-Point Plan<\/a> for a democratic, secular, non-nuclear Iran, he rejected any illusions of regime moderation. &#8220;We need to shed ourselves of the illusion that this regime can reform,&#8221; he said. Citing the brutality of the regime, its alignment with terrorist proxies, and its rejection of international norms, Amb. Joseph argued that only internal change\u2014driven by the Iranian people\u2014offers a path to peace and security.<\/p>\n<p style=\"text-align: justify;\"><strong>The full text of Amb. Gutentag, let me first thank the organizers for the invitation to participate today.<\/p>\n<p style=\"text-align: justify;\">What I&#8217;d like to do is take a rather unconventional approach and begin by presenting you with three conclusions. And then I will follow that up by going to what I call the strategic propositions on which those conclusions are based.<\/p>\n<p style=\"text-align: justify;\">The first conclusion that I would like to state is that the E3, Germany, France, United Kingdom, need to trigger the snapback sanctions provisions of the JCPOA, and they should do it now. Iran is in clear violation of its commitments.<\/p>\n<p style=\"text-align: justify;\">As is very apparent with regard to the stockpiling of enriched uranium at 60%, and also his failure to cooperate with the IAEA on suspect sites and in the investigation of what the IAEA referred to in 2011 as possible military dimension, those weaponization aspects that the Iranian regime has undertaken.<\/p>\n<p style=\"text-align: justify;\">And moreover, even despite these obvious noncompliance, these obvious violations of commitments, The United States and the Western countries have made every effort to negotiate with Iran an end to the pathway that they have taken to acquire a nuclear weapon, and that is enrichment.<\/p>\n<p style=\"text-align: justify;\">The second conclusion that I would like to state is that if the E3 decides for whatever reason to continue the prospect of negotiations, to continue to give negotiations yet another chance, and by my count, this is chance number 17 or 18, but to continue to give them that chance, they must insist on a position that requires the elimination of the enrichment infrastructure in Iran. Zero enrichment has to be the position that&#8217;s taken. And I would say that if the P5+1 back in 2015, now ten years ago, if they had ten years ago held firm on no enrichment, instead of conceding enrichment to the uranium regime, we would be in a different situation than we are today. And we are in a critical situation today.<\/p>\n<p style=\"text-align: justify;\">And my third conclusion is that we need to recognize that there is a third option. This is in stark contrast to the false choice that we have presented with by Western governments, including my own, that the question is either war or negotiation. That is a false choice.<\/p>\n<p style=\"text-align: justify;\">But that was the proposition that the Obama administration put forth in selling the JCPOA in my own country. The third option is to support the aspirations of the Iranian people, which have become clear over the past decade.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Berlin conference urged snapback of UN sanctions, support for Iran\u2019s democratic resistance. This is not Iraq. This is not Libya. This is not about providing massive amounts of military equipment to the to the Iranian Resistance.<\/p>\n<p style=\"text-align: justify;\">That&#8217;s not what this is about. This is not about providing financial resources. This is about recognizing the right of the Iranian people for self-determination.<\/p>\n<p style=\"text-align: justify;\">The right of the Iranian people to have the same basic fundamental freedoms that we here that we have in the in the West. This is about providing moral support to the organized opposition.<\/p>\n<p style=\"text-align: justify;\">Just as Reagan did in the Soviet days, when Reagan insisted, even among his own his own secretaries, his own particular, the secretary of state at the time, that we must continue to push forward on the Soviet Union, the need for internal reform, the need to take account of the human rights the human rights situation in in that empire as he called it.<\/p>\n<p style=\"text-align: justify;\">And I would say that it&#8217;s important to underline that this third choice is a viable option. As I said, this is not this is not Iraq. This is not Libya. This is not nation building. Iran has been a nation for five thousand years. This is an entirely different situation in which this third option, is very viable.<\/p>\n<p style=\"text-align: justify;\">So now let me just turn very quickly to the strategic propositions as I call them. The first one is that it&#8217;s essential it&#8217;s essential to consider the threat from Iran as a whole.<\/p>\n<p style=\"text-align: justify;\">It&#8217;s artificial to separate out the nuclear from the other components of that threat, whether that be the support for international terrorism, providing resources, providing arms, providing missiles to the Houthis, to Hezbollah, to Hamas, to Assad\u2019s Syria before its fall.<\/p>\n<p style=\"text-align: justify;\">That&#8217;s the nature of the threat that we face. And it&#8217;s important to recognize that all of these various components of the overall threat are related, and all directly related to the survival of the regime itself.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Robert Joseph: Negotiations have failed. Enough of this fantasy that in time Iran will have, more moderate leaders. How long have we been thinking that? Well, for well over forty years.<\/p>\n<p style=\"text-align: justify;\">And it&#8217;s not come about, in fact, one could argue that by whatever measure one wants to use, perhaps executions of civilians, that the regime today is more determined, is more hard line, than ever before.<\/p>\n<p style=\"text-align: justify;\">And when we think about the nature of this regime, I think it&#8217;s essential that we do recognize that there is evil, that there is evil in this world. And sometime, that&#8217;s embodied. No better place to make this statement than in Berlin.<\/p>\n<p style=\"text-align: justify;\">That that&#8217;s it&#8217;s embodied in a in a government that hijacks the people. And if you look at the mass executions in the nineteen eighties, which are celebrated today by the mullahs and the Ayatollah.<\/p>\n<p style=\"text-align: justify;\">This is a crime against humanity. This is the true nature of the regime that we&#8217;re dealing with. And we need to shed ourselves of the illusion that it&#8217;s anything other than that.<\/p>\n<p style=\"text-align: justify;\">And we need to rid ourselves of the illusion that this regime can reform. This regime can be more moderate, as I said. This regime can only double down, and we&#8217;re seeing that very clearly in their response to the use of force recently.<\/p>\n<p style=\"text-align: justify;\">They&#8217;re doubling down on sending military equipment, including missiles, to their terrorist proxies, the Houthis and Hezbollah in particular. They&#8217;re doubling down on their missile program. They&#8217;re doubling down on their nuclear program, and they say so. And in this context, I think it&#8217;s best to believe them.<\/p>\n<p style=\"text-align: justify;\">Strategic proposition number three. Negotiations have failed. We have been negotiating with this regime over nuclear for over twenty years. Back when the e three were known as the EU3 in 2003 and\u00a0 the format is, whether it&#8217;s the E3, whether it&#8217;s the EU3, whether it&#8217;s the P5+1, whether it&#8217;s US, directly or US indirectly, the format doesn&#8217;t matter. And the mix of incentives and disincentives that we offer doesn&#8217;t matter, whether it&#8217;s the appeasement of the Obama and Biden administrations or whether it&#8217;s maximum pressure under President Trump. None of that has mattered in terms of achieving a negotiated agreement that actually stops Iran from having a nuclear weapon.<\/p>\n<p style=\"text-align: justify;\">The fourth strategic proposition: There is a limit on the use of force. I believe that the use of force recently was needed, and I think it was entirely successful in setting back the program. The foreign minister of Iran has talked about the substantial damage that was done by Israeli, well, he says the US. I mean, the delivery of the MOPs, by the B2 bombers, it was it was coordinated, it was effective, it did what it was supposed to do. But it didn&#8217;t end the program. It put the program back. There&#8217;s different assessments as to how much time we have bought. But the real important question is what do you do with that time? Because at the end of that time, unless we change our policy, Iran is going to have a nuclear weapon.<\/p>\n<p style=\"text-align: justify;\">And that takes me to my last strategic proposition, and that is, once again, the need to reject this false paradigm. This false dichotomy that we have a choice only between war and negotiation. No. We have a choice to support the Iranian people, the first and foremost victims of the regime.<\/p>\n<p style=\"text-align: justify;\">And I think we can do that by providing moral support, by making public statements about the corruption of this regime, about how it has squandered the national treasure of the Iranian people. We can do this by recognizing the democratic opposition and the organized opposition, the NCRI, which is seeking the end of the religious dictatorship. And we can also bring more pressure on this regime, a regime that is, I think, weaker and more desperate than ever before. And we can do that by these public statements, but also by the application of sanctions, including, snapback sanctions. We can make this regime even more desperate.<\/p>\n<p style=\"text-align: justify;\">And I think it&#8217;s important to recognize that the use of military force may actually have encouraged a debate within the regime that now more than ever, it&#8217;s important to have a nuclear weapon in order to deter further attacks and in order, in particular, in order to deter any intervention on the part of the Iranian people, which is again their greatest threat to their very survival.<\/p>\n<p style=\"text-align: justify;\">Two things that we shouldn&#8217;t do, and I&#8217;m conclude with this: One is we really shouldn&#8217;t continue to throw lifelines to this regime. Resources that they can use to advance their nuclear program, their missile program, support their, terrorist proxies, and to acquire the tools of oppression to continue to brutalize their own population.<\/p>\n<p style=\"text-align: justify;\">And finally, we need to stop thinking, as I said before, that this leadership will change, that this leadership will reform, that this leadership will become more moderate.<\/p>\n<p style=\"text-align: justify;\">It simply won&#8217;t. It won&#8217;t and it can&#8217;t.
