Executive snapshot<\/h2>\n

The clerical regime in Iran has built one of the world\u2019s most adaptive sanctions-evasion machines,<\/a> moving billions in oil, cash, and crypto through a shifting network of ghost fleets, offshore shells, crypto exchanges, and front companies. As of mid-2025, satellite and AIS tracking confirms Iran\u2019s \u201cdark fleet\u201d<\/a> has expanded to over 320 tankers (roughly 250\u2013350 tankers<\/a> depending on methodology), many operating without International Group (IG) P&I insurance \u2014 raising both enforcement leverage and environmental spill risks.<\/p>\n

Even many already-sanctioned actors remain operational, using reflagged vessels, renamed firms, and new wallet clusters to keep funds flowing.<\/p>\n

Every loophole left open \u2014 whether a Shandong refinery, a Dubai exchange house, or a stablecoin bridge \u2014 fuels the IRGC\u2019s missile programs, funding for Hezbollah, the Houthis, and other proxies.<\/p>\n

Critically, Beijing\u2019s \u201cteapot\u201d refineries, UAE\/HK free-zone shell companies, and TRON-based stablecoin rails now account for most Iran-linked flows, as confirmed by FinCEN\u2019s June 2025 advisory<\/a> and Elliptic\/TRM forensic blockchain data.<\/p>\n

This report shows how Iran\u2019s networks adapt after crackdowns, where critical enforcement gaps persist, and which maritime, financial, and crypto corridors continue enabling Tehran\u2019s sanctions-evasion machine today.<\/p>\n
