The controversy has pitted parliament against the government, exposed rifts between factions either loyal to or opposed to Supreme Leader Ali Khamenei and even forced his close aides to deny publicly that he is losing control.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"774\" data-end=\"806\">Secrecy Sparks a Firestorm<\/h2>\n<p style=\"text-align: justify;\" data-start=\"807\" data-end=\"1273\">The spark was the disclosure that the Cairo agreement would remain secret. On September 14, 2025, cleric and MP <a href=\"https:\/\/www.eghtesadonline.com\/fa\/news\/2086265\" target=\"_blank\" rel=\"noopener\">Hamid Rasaee complained<\/a>: \u201cIf this agreement is so beneficial, why should it be secret? Why should the people not know?\u201d He dismissed Araghchi\u2019s claim that publishing the text would put IAEA Director Rafael Grossi under pressure: \u201cIf this is such a good agreement, we should put it on our shoulders and parade it before the people, not hide it.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"1275\" data-end=\"1640\">Ninety MPs signed a request for an emergency parliamentary session to summon Araghchi, but Speaker Mohammad Bagher Qalibaf resisted. The refusal fueled suspicions of collusion. MP <a href=\"https:\/\/farsnews.ir\/dr_mojtabazarei\/1757843480316401466\" target=\"_blank\" rel=\"noopener\">Mojtaba Zarei went so far<\/a> as to accuse Araghchi of bribing Qalibaf: \u201cWhat did you give Qalibaf so that parliament was shut down and you and Pezeshkian could hand over Iran?\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>&#39;s Economic Strain and Unrest Fears Drive Khamenei\u2019s Push for Narrative Control<a href=\"https:\/\/t.co\/F51d8EVrf4\">https:\/\/t.co\/F51d8EVrf4<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1965092162502312390?ref_src=twsrc%5Etfw\">September 8, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"1642\" data-end=\"1674\">The JCPOA\u2019s Shadow Returns<\/h2>\n<p style=\"text-align: justify;\" data-start=\"1675\" data-end=\"1999\">During a three-hour closed-door session of the Majlis&#8217; National Security and Foreign Policy Committee on September 22, Araghchi faced harsh questioning. He portrayed the discussion as constructive: \u201cRepresentatives had questions and concerns\u2026 we brainstormed on how to move forward and counter the tricks of our enemies.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"2001\" data-end=\"2222\">But lawmakers were unconvinced. <a href=\"https:\/\/x.com\/hamidrasaee\/status\/1966927167641841969\" target=\"_blank\" rel=\"noopener\">Rasaee wrote afterwards<\/a>: \u201cThe stages are like the JCPOA. They are being repeated. That is all.\u201d Veteran MP Mehdi Kuchakzadeh, also present, said the session had revealed little new.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2224\" data-end=\"2430\">Cleric and MP <a href=\"https:\/\/fararu.com\/fa\/news\/904102\" target=\"_blank\" rel=\"noopener\">Mahmoud Nabavian accused<\/a> the government of forcing the system into \u201cretreat\u201d and granting \u201cvarious concessions\u201d to the enemy, echoing the bitter debates of the 2015 nuclear deal.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>\u2019s Power Structure Buckles Under Political, Economic, and Nuclear Pressure<a href=\"https:\/\/t.co\/abvkCn5vAj\">https:\/\/t.co\/abvkCn5vAj<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1965397294435762556?ref_src=twsrc%5Etfw\">September 9, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"2432\" data-end=\"2466\">MPs Call for NPT Exit<\/h2>\n<p style=\"text-align: justify;\" data-start=\"2467\" data-end=\"2881\">The regime\u2019s propaganda outlets aligned with Khamenei seized on the dispute to push their own agenda. On September 14, <a href=\"https:\/\/kayhan.ir\/fa\/news\/318225\" target=\"_blank\" rel=\"noopener\"><em data-start=\"2586\" data-end=\"2594\">Kayhan<\/em> warned<\/a>: \u201cEurope will not lift sanctions. Do not be deceived by the IAEA. The best effective answer is withdrawal from the NPT.\u201d The IRGC-run Javan Daily called the Cairo text \u201cinvalid,\u201d stressing that it had not been shown to Iranians while being \u201cin the hands of America and Israel.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"2883\" data-end=\"3055\">The Parliament&#8217;s National Security Committee chairman Ebrahim<a href=\"https:\/\/www.rouydad24.ir\/fa\/news\/427999\" target=\"_blank\" rel=\"noopener\">\u00a0Azizi confirmed<\/a> that exit from the NPT was among the options being considered if Europe moved forward with the snapback mechanism.<\/p>\n<h2 style=\"text-align: justify;\" data-start=\"3057\" data-end=\"3097\">Khamenei\u2019s Office on the Defensive<\/h2>\n<p style=\"text-align: justify;\" data-start=\"3098\" data-end=\"3514\">The ferocity of the attacks forced intervention from the Supreme Leader\u2019s own circle. On September 14, Mehdi Fazaeli, a member of Khamenei\u2019s Office for the Preservation of Works, <a href=\"https:\/\/www.asriran.com\/fa\/news\/1094012\" target=\"_blank\" rel=\"noopener\">denied that decisions<\/a> were being imposed on the Leader: \u201cAnyone who presents the Leader as passive does not know him. He is the most important pillar of power.\u201d Fazaeli then derided revisionist suggestions of compromise as \u201cna\u00efve.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"3516\" data-end=\"3662\">The need for such a statement revealed concern within Khamenei\u2019s office that he is being portrayed as a figure who can be overruled or bypassed.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Tehran?src=hash&amp;ref_src=twsrc%5Etfw\">#Tehran<\/a>\u2019s Nuclear Standoff Deepens as Regime Faces International Rejection and Domestic Discord<a href=\"https:\/\/t.co\/gbCnug4tZe\">https:\/\/t.co\/gbCnug4tZe<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1966244570670534937?ref_src=twsrc%5Etfw\">September 11, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"483\" data-end=\"521\">Crisis at the Core of the System<\/h2>\n<p style=\"text-align: justify;\" data-start=\"523\" data-end=\"1021\">The dispute over the Cairo agreement is not simply a contest between so-called \u201chardliners\u201d and \u201cpragmatists.\u201d It is a sign that the regime as a whole has weakened to the point that Khamenei can no longer hold its factions together. The Majlis accuses the government of betrayal, the government pleads for secrecy, Khamenei\u2019s office is forced to deny his passivity, and state media escalate threats of NPT withdrawal. Each of these contradictions underscores the erosion of central authority.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1023\" data-end=\"1285\">What is unfolding is not the vitality of debate, but the collapse of discipline inside a system that long depended on Khamenei\u2019s word as the final arbiter. As insiders admit failure and expose each other\u2019s maneuvering, the regime\u2019s fragility becomes plain.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1287\" data-end=\"1605\">At the same time, outside the ruling elite, Iranian <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/\" target=\"_blank\" rel=\"noopener\">society is searching <\/a>for a spark. Inflation, unemployment, and repression have primed the country for unrest. In such conditions, every misstep at the top \u2014 a secret deal, a broken promise, an incoherent message \u2014 risks becoming the trigger for a new
