Terrorist Designations of Four Iran-Aligned Militia Groups<\/h2>\n

Today, the Department of State is designating Iran-aligned militia groups Harakat al-Nujaba, Kata\u2019ib Sayyid al-Shuhada, Harakat Ansar Allah al-Awfiya, and Kata\u2019ib al-Imam Ali as Foreign Terrorist Organizations.<\/p>\n<\/div>\n

The Department previously designated all four of these groups as Specially Designated Global Terrorists. As the world\u2019s leading state sponsor of terrorism, Iran continues to provide support that enables these militias to plan, facilitate, or directly carry out attacks across Iraq. Iran-aligned militia groups have conducted attacks on the U.S. Embassy in Baghdad and bases hosting U.S. and Coalition forces, typically using front names or proxy groups to obfuscate their involvement.<\/p>\n<\/div>\n

WASHINGTON \u2014<\/strong>\u00a0Today, the Department of the Treasury\u2019s Office of Foreign Assets Control (OFAC) is designating a pair of Iranian financial facilitators and more than a dozen Hong Kong- and United Arab Emirates (UAE)-based individuals and entities for their roles in coordinating funds transfers, including from the sale of Iranian oil, that benefits\u00a0the IRGC-Qods Force (QF), and Iran\u2019s Ministry of Defense and Armed Forces Logistics (MODAFL).\u00a0 Iranian \u201cshadow banking\u201d networks like these\u2014run by trusted illicit financial facilitators\u2014abuse the international financial system, and evade sanctions by laundering money through overseas front companies and cryptocurrency.\u00a0 The IRGC-QF and MODAFL use these proceeds to support regional terrorist proxy groups and develop advanced weapons systems, including ballistic missiles and unmanned aerial vehicles (UAVs), which threaten the security of U.S. forces and those of our allies.<\/p>\n

Noboa Declares Hamas, Hezbollah, and Iran as Terrorists<\/h2>\n

On Monday, September 15, 2025, President Daniel Noboa signed Executive Decree 218, through which he designated Hamas, Hezbollah, and the Islamic Revolutionary Guard Corps of Iran as organized crime terrorist organizations.<\/p>\n

The president explained that these groups represent a direct threat to public security, Ecuador\u2019s sovereignty, and the institutional order of the country. He also instructed the National Intelligence Center (CNI) to monitor, classify, and analyze the influence of these groups in the region. If necessary, the CNI must coordinate actions with international intelligence agencies.<\/p>\n

On September 11, through another decree, Noboa had already condemned the influence of Hamas and Hezbollah in Ecuador, noting their proven links to terrorist acts and warning of possible attacks on national territory.<\/p>\n
