European governments and Washington say snapback follows Iran\u2019s \u201cpersistent and significant non-performance.\u201d Tehran is downplaying the move; yet it was precisely this kind of Security Council pressure that once drove the regime to the negotiating table \u201cwith bloody knees,\u201d as the <a href=\"https:\/\/www.tasnimnews.com\/fa\/news\/1392\/07\/25\/167962\" target=\"_blank\" rel=\"noopener\">state-run <\/a><\/span><i><span data-contrast=\"auto\">Resalat<\/span><\/i><span data-contrast=\"auto\"> commentary in late 2013 put it when the Geneva channel opened. The contrast matters now: the same patterns of denial, delay, and leverage that outside revelations exposed over three decades\u2014133 disclosures by the National Council of Resistance of Iran (NCRI)\u2014are again colliding with a rules-based response.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3 style=\"text-align: justify;\">What has actually snapped back<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">As of 20:00 EDT on September 27, 2025, UN Security Council Resolutions 1696, 1737, 1747, 1803, 1835 and 1929 are back in force. In practical terms, the Iranian regime must suspend enrichment-, heavy-water- and reprocessing-related activities; ballistic-missile work using such technology is prohibited; a conventional arms embargo is reinstated; designated individuals and entities face travel bans and asset freezes; and member states are authorized to interdict and seize prohibited cargo linked to Iran. The E3 (France, Germany, UK) <a href=\"https:\/\/www.auswaertiges-amt.de\/en\/newsroom\/news\/2737116-2737116?enodia=eyJleHAiOjE3NTkwNjQ5NzgsImNvbnRlbnQiOnRydWUsImF1ZCI6ImF1dGgiLCJIb3N0Ijoid3d3LmF1c3dhZXJ0aWdlcy1hbXQuZGUiLCJTb3VyY2VJUCI6IjE0OS44OC4xOS4yMzEiLCJDb25maWdJRCI6IjhkYWRjZTEyNWZkMmMzOTMyYjk0M2I1MmU5ZDJjZDY1MDU3NTRlMTYyMjEyYTJjZTFiYjVhZjE1YzBkNGJiZmUifQ==.z-A0Pv6pQcONSs2-VhsHNesFNC0p_WZAk-hG2m7A7uM=\" target=\"_blank\" rel=\"noopener\">underline why<\/a>: since 2019 Iran \u201chas exceeded all limits\u201d it accepted under the JCPOA and, per the IAEA\u2019s September 4, 2025, report, holds enriched uranium \u201c48 times\u201d the deal\u2019s cap, including \u201c10 \u2018Significant Quantities\u2019 of High Enriched Uranium\u201d\u2014a level with \u201cno credible civilian justification.\u201d <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">For over three decades, the ruling clerics in <a href=\"https:\/\/twitter.com\/hashtag\/Tehran?src=hash&amp;ref_src=twsrc%5Etfw\">#Tehran<\/a>, who continue to harbor ambitions of inaugurating a regional Islamic Caliphate to this day, have been desperately trying to join the <a href=\"https:\/\/twitter.com\/hashtag\/nuclear?src=hash&amp;ref_src=twsrc%5Etfw\">#nuclear<\/a> club.<a href=\"https:\/\/t.co\/EiJenArCtm\">https:\/\/t.co\/EiJenArCtm<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1648397230762541056?ref_src=twsrc%5Etfw\">April 18, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3 style=\"text-align: justify;\">The indispensable role of 133 NCRI revelations<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The nuclear file did not surface because Tehran volunteered it. It surfaced because outsiders forced daylight. The NCRI\u2019s disclosures <a href=\"https:\/\/www.washingtonpost.com\/archive\/opinions\/1991\/06\/26\/beijings-tehran-connection\/371737c9-fbcc-4906-82c5-b687cc0aca72\/\" target=\"_blank\" rel=\"noopener\">began in 1991<\/a> and, famously in August 2002, identified Natanz and Arak\u2014an inflection point for IAEA action that Tehran initially denied. The pattern continued through 2025, with allegations such as the Ivanaki\/Semnan site.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Even regime-aligned voices now concede the impact. On April 24, 2022, former Majles deputy speaker Ali Motahari said: \u201cFrom the very beginning, when we entered nuclear activity, our goal was to build a bomb\u2026 but we failed to keep it secret, and the [PMOI] exposed it.\u201d\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">On Monday, August 25, Mayor <a href=\"https:\/\/twitter.com\/RudyGiuliani?ref_src=twsrc%5Etfw\">@RudyGiuliani<\/a>  posted on X referencing Ali Motahari\u2019s interview, acknowledging that it was the MEK who first exposed the Iranian regime\u2019s secret nuclear weapons program. He wrote: &quot;This interview was in 2022 and makes it clear that the Ayatollah&#39;s\u2026 <a href=\"https:\/\/t.co\/1Lqt4ZAMXC\">pic.twitter.com\/1Lqt4ZAMXC<\/a><\/p>\n<p>&mdash; SIMAY AZADI TV (@en_simayazadi) <a href=\"https:\/\/twitter.com\/en_simayazadi\/status\/1960412859319390251?ref_src=twsrc%5Etfw\">August 26, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3 style=\"text-align: justify;\">Appeasement\u2019s perverse chapter<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Across the same years Europe courted Tehran over \u201cconfidence-building\u201d steps, the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK)\u2014the NCRI\u2019s principal component and the movement that had exposed clandestine sites\u2014remained on UK and EU terror lists. The EU even reaffirmed the PMOI\u2019s listing days before leading Geneva nuclear talks in July 2008, a timing Reuters flagged explicitly; only after <a href=\"https:\/\/www.delistmek.com\/court-rulings\/\" target=\"_blank\" rel=\"noopener\">successive court defeats<\/a> did Brussels remove the group in January 2009. In Britain, judges had already forced the issue: the Proscribed Organisations Appeal Commission in November 2007 called the Home Secretary\u2019s refusal to de-proscribe the PMOI \u201cperverse,\u201d a finding the Court of Appeal upheld in May 2008, prompting formal de-proscription the following month. The paradox was stark: the movement that had opened the file through years of disclosures was punished in Europe precisely while Tehran leveraged talks for relief.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">At the same time, several NCRI-flagged sites tied to possible military dimensions (PMD) received limited follow-up. Under Director-General Mohamed ElBaradei, Iran allowed only restricted, chaperoned access at the Parchin military complex in November 2005; inspectors visited selected buildings and obviously found no nuclear material there, but the Agency noted it was still awaiting additional information and clarifications\u2014and subsequent access requests were refused. Iranian officials publicly argued that military sites were off-limits absent \u201cconcrete proof,\u201d a position Western capitals and the Agency effectively acquiesced to in practice during that period\u2014<a href=\"https:\/\/www.iranwatch.org\/our-publications\/nuclear-iran-weekly\/questions-remain-final-report-irans-alleged-weapons-work\" target=\"_blank\" rel=\"noopener\">leaving PMD questions unresolved<\/a> and reinforcing Tehran\u2019s red line around bases.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">As part of JCPOA implementation, the IAEA Board of Governors\u2014at the P5+1\u2019s urging\u2014adopted a resolution on December 15, 2015, that closed the Agency\u2019s \u201cPossible Military Dimensions\u201d (PMD) file on Iran, effectively ending the 12-year probe even as the Director General\u2019s final assessment acknowledged coordinated weapons-relevant work before 2003.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">A Bold Confession by <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Regime\u2019s Senior Official on Their Clandestine Nuclear Project<a href=\"https:\/\/t.co\/ykyauA2eOF\">https:\/\/t.co\/ykyauA2eOF<\/a> <a href=\"https:\/\/t.co\/v8SNgoCHnY\">pic.twitter.com\/v8SNgoCHnY<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1005102155529932805?ref_src=twsrc%5Etfw\">June 8, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3 style=\"text-align: justify;\">The economic ledger\u2014and who paid<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Tehran sells the nuclear program as \u201cnational pride,\u201d but the numbers show a transfer of wealth from households to a project with no credible civilian justification. The E3, citing the IAEA\u2019s September 4, 2025, report, say Iran\u2019s enriched-uranium stockpile is 48\u00d7 the JCPOA cap and includes 10 Significant Quantities of HEU\u2014levels they describe as having no civilian rationale, and now \u201centirely outside\u201d monitoring. Meanwhile, the regime\u2019s own officials put the economic toll in the trillions: former FM Javad Zarif said in 2021 that U.S. sanctions alone inflicted about $1 trillion in damage; the (then) head of Iran\u2019s Chamber of Commerce, Hossein Selahvarzi, estimated $1.2 trillion in losses from 2011\u20132023. A former senior diplomat, <a href=\"https:\/\/www.sharghdaily.com\/%D8%A8%D8%AE%D8%B4-%D8%B3%DB%8C%D8%A7%D8%B3%D8%AA-6\/1010776-%D8%A7%DA%AF%D8%B1-%D8%AA%D9%88%D8%A7%D9%81%D9%82-%D9%86%DA%A9%D9%86%DB%8C%D9%85-%D8%AC%D9%86%DA%AF-%D9%85%DB%8C-%D8%B4%D9%88%D8%AF\" target=\"_blank\" rel=\"noopener\">Qasem Mohebali<\/a>, is quoted this year saying enrichment has cost \u201cclose to two trillion dollars.\u201d <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">These are resources that could have been invested in Iran\u2019s oil and gas sector, its power grid and water systems, and broader economic development\u2014crises that are now driving as much as 60% of the population toward poverty and absolute misery.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The massacre in Ashraf on September 1, 2013 was the hidden half of the regime\u2019s retreat in the nuclear talks and the JCPOA<a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/FreeIran?src=hash&amp;ref_src=twsrc%5Etfw\">#FreeIran<\/a> <a href=\"https:\/\/t.co\/hieEjBHegK\">pic.twitter.com\/hieEjBHegK<\/a><\/p>\n<p>&mdash; Maryam Rajavi (@Maryam_Rajavi) <a href=\"https:\/\/twitter.com\/Maryam_Rajavi\/status\/903657831131467780?ref_src=twsrc%5Etfw\">September 1, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3 style=\"text-align: justify;\">What appeasement cost, and what must happen now<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">A decade of indulgence toward <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/exclusive-report\/timeline-of-ncris-revelations-to-prevent-a-nuclear-armed-iran\/\" target=\"_blank\" rel=\"noopener\">Tehran\u2019s brinkmanship<\/a> has devastated Iran\u2019s economy, scarred the region, and eroded global non-proliferation norms. The record is unambiguous: while the regime siphoned resources into maximum enrichment and proxy warfare, living standards collapsed at home and insecurity spread abroad. The corrective is not more \u201cmanaged tolerance,\u201d but rigorous enforcement.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">As <a href=\"https:\/\/www.maryam-rajavi.com\/en\/ncri-un-security-council-resolutions-are-essential-to-prevent-the-religious-dictatorship-from-acquiring-a-nuclear-bomb\/\" target=\"_blank\" rel=\"noopener\">Maryam Rajavi stated<\/a>, any further appeasement is no longer possible: the six UN Security Council resolutions must be applied without leniency or concessions, every circumvention channel must be shut, and humanitarian goods must remain unimpeded.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The final solution lies with the Iranian people\u2014their right to resist a regime of terror and massacre should be recognized.
