Helicopters and specialist aircraft were deployed only after two weeks of public pressure, and only after <a href=\"https:\/\/www.reuters.com\/sustainability\/land-use-biodiversity\/iran-battles-fire-unesco-listed-forest-gets-turkeys-help-2025-11-22\/\" target=\"_blank\" rel=\"noopener\">Tehran formally asked<\/a> Turkey and other countries for help \u2014 a rare admission that it could not handle the disaster alone.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1121\" data-end=\"1521\">Local reports describe a three-week blaze around Marzan-Abad and Elit that was never fully extinguished, at least 20 injured volunteers, and roughly eight to ten hectares formally recorded as destroyed so far \u2014 small on paper, but in one of the most sensitive cores of a 40-million-year-old ecosystem.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1523\" data-end=\"1950\">At the same time, on the plains and in the cities below, the regime\u2019s own health officials say nearly <a href=\"https:\/\/www.asriran.com\/fa\/news\/1112372\" target=\"_blank\" rel=\"noopener\">59,000 people died<\/a> in the last year from air pollution \u2014 about seven people every hour. UNESCO listed them in 2019 as a <a href=\"https:\/\/worldheritageoutlook.iucn.org\/explore-sites\/hyrcanian-forests\" target=\"_blank\" rel=\"noopener\">World Heritage site<\/a>, praising their 25\u201350 million years of evolutionary history and their 3,200+ plant species, many of them endemic.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2494\" data-end=\"2790\">In Iran <a href=\"https:\/\/www.mdpi.com\/1999-4907\/13\/12\/2180\" target=\"_blank\" rel=\"noopener\">they cover<\/a> roughly 1.6\u20131.7 million hectares, mostly in Gilan, Mazandaran and Golestan. They regulate local climate, stabilize soils, and act as natural filters for dust and pollutants \u2014 which is why many Iranians call them \u201cthe lungs of the country.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"2792\" data-end=\"2946\">The current fire near Elit is burning inside this belt, in a zone that also lies within the UNESCO-inscribed core.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2948\" data-end=\"3242\"><a href=\"https:\/\/www.iranntv.com\/959056\" target=\"_blank\" rel=\"noopener\">Opposition sources<\/a> and locals describe the blaze as an \u201congoing catastrophe,\u201d accusing the government of massacre of nature and criminal negligence for allowing the fire to burn for nearly three weeks with limited equipment. Their reports match independent accounts that:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"3244\" data-end=\"3628\">\n<li data-start=\"3244\" data-end=\"3346\">\n<p data-start=\"3246\" data-end=\"3346\">The fire broke out late October and never fully went out, flaring repeatedly.<\/p>\n<\/li>\n<li data-start=\"3347\" data-end=\"3520\">\n<p data-start=\"3349\" data-end=\"3520\">At least 8 hectares are officially acknowledged as burned so far in the Elit area, though experts warn that canopy and soil damage may spread beyond the mapped core.<\/p>\n<\/li>\n<li data-start=\"3521\" data-end=\"3628\">\n<p data-start=\"3523\" data-end=\"3628\">Local residents and activists say the fire line was often fought mainly by volunteers with basic tools.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"3630\" data-end=\"3783\">State media and foreign agencies largely confirm the timeline and difficulty of the blaze. But what many residents point out \u2014 bitterly \u2014 is the contrast: while helicopters, drones, armored vehicles and rapid-deployment forces have been <a href=\"https:\/\/www.theguardian.com\/world\/2019\/dec\/01\/iran-fuel-protest-crackdowns-revealed-on-social-media\" target=\"_blank\" rel=\"noopener\">dispatched <em data-start=\"419\" data-end=\"433\">within hours<\/em><\/a> during recent popular uprisings, the same state allowed an ecological treasure to burn for days before sending even basic aerial support.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3630\" data-end=\"3783\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/MEK?src=hash&amp;ref_src=twsrc%5Etfw\">#MEK<\/a> published identities of 46 more martyrs of <a href=\"https:\/\/twitter.com\/hashtag\/IranProtests?src=hash&amp;ref_src=twsrc%5Etfw\">#IranProtests<\/a>. Names of 301 <a href=\"https:\/\/twitter.com\/hashtag\/protesters?src=hash&amp;ref_src=twsrc%5Etfw\">#protesters<\/a> killed by the regime\u2019s forces have been published so far.The large number of teenagers among them is striking.The regime used heavy machine guns, helicopters, &amp;tanks to suppress the <a href=\"https:\/\/twitter.com\/hashtag\/protests?src=hash&amp;ref_src=twsrc%5Etfw\">#protests<\/a>.<\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1202257404961939456?ref_src=twsrc%5Etfw\">December 4, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"5893\" data-end=\"5932\">Missing helicopters, missing budgets<\/h2>\n<p style=\"text-align: justify;\" data-start=\"5934\" data-end=\"6324\">Under Iran\u2019s constitution, forests and rangelands are public property managed by the Forests, Rangelands and Watershed Organization (FRWO) under the agriculture ministry. Yet when fires break out, responsibility is scattered among provincial governors, the FRWO, the Environmental Protection Organization, the military, and various crisis committees.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7179\" data-end=\"7453\">Analysis shows that between 2011 and 2021, roughly 228,000 hectares of forests and rangelands burned in Iran \u2014 an average of <a href=\"https:\/\/kurdistanhumanrights.org\/en\/articles\/2024\/02\/23\/examining-the-role-of-government-factors-in-the-forest-fires-of-the-kurdistan-border-case-study-marivan-forest-fire-in-august-2023\" target=\"_blank\" rel=\"noopener\">21,000 hectares per year,<\/a> about 9,000 hectares of forest and 11,000 of rangeland.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7456\" data-end=\"7681\">Despite this, the clerical regime in Iran still has no clear, stand-alone wildfire legislation with strong prevention, liability, and enforcement mechanisms. <a href=\"https:\/\/www.mdpi.com\/1999-4907\/13\/12\/2180\" target=\"_blank\" rel=\"noopener\">Forest laws<\/a> mention fire, but mostly in passing.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7683\" data-end=\"8037\">Officials often fall back on climate change and drought. It is true that Iran is experiencing one of the worst multi-decade droughts in six decades, particularly in the north. But drought does not explain why budgets vanish, why helicopters are not bought, or why <a href=\"https:\/\/www.arabnews.com\/node\/2623531\/middle-east\" target=\"_blank\" rel=\"noopener\">fires in sensitive areas<\/a> burn unchecked for weeks.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Regime&#39;s New Budget Benefits the Mullahs and the Military Above All Else<a href=\"https:\/\/t.co\/3fpkayhi3L\">https:\/\/t.co\/3fpkayhi3L<\/a> <a href=\"https:\/\/t.co\/toZmtxp45K\">pic.twitter.com\/toZmtxp45K<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/969872226416844800?ref_src=twsrc%5Etfw\">March 3, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"8044\" data-end=\"8076\">From forest fire to land grab<\/h2>\n<p style=\"text-align: justify;\" data-start=\"8078\" data-end=\"8245\">The Elit fire has also revived suspicions that flames sometimes serve as a prelude to &#8220;development.&#8221; This time, it is not just activists who are raising the possibility.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8247\" data-end=\"8583\">Reza Aflatouni, head of Iran\u2019s Forests Organization, told state media that initial findings in the Elit case \u201c<a href=\"https:\/\/www.rokna.net\/%D8%A8%D8%AE%D8%B4-%D8%A7%D8%AE%D8%A8%D8%A7%D8%B1-%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%DB%8C-95\/1182210-%D8%B1%D8%A6%DB%8C%D8%B3-%D8%B3%D8%A7%D8%B2%D9%85%D8%A7%D9%86-%D8%AC%D9%86%DA%AF%D9%84-%D9%87%D8%A7-%D8%A7%D8%AD%D8%AA%D9%85%D8%A7%D9%84-%D8%B2%DB%8C%D8%A7%D8%AF-%D8%B9%D8%A7%D9%85%D9%84-%D8%A2%D8%AA%D8%B4-%D8%B3%D9%88%D8%B2%DB%8C-%D8%AC%D9%86%DA%AF%D9%84-%D9%87%D8%A7%DB%8C-%D9%87%DB%8C%D8%B1%DA%A9%D8%A7%D9%86%DB%8C-%D8%A7%D9%86%D8%B3%D8%A7%D9%86%DB%8C-%D8%A7%D8%B3%D8%AA\" target=\"_blank\" rel=\"noopener\">strongly suggest a human cause<\/a>\u201d and that investigators are examining \u201cpossible connections between the fire and efforts to rezone forest and farmland for private construction.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"8585\" data-end=\"8788\">The governor of Mazandaran, Mehdi Younesi-Rostami, likewise confirmed that security assessments point to human activity, not lightning or spontaneous combustion.<\/p>\n<p style=\"text-align: justify;\">Even state media have quoted Aflatouni warning about \u201cland grabbing\u201d and illegal construction on high-grade farmland in northern Iran, warning that unchecked conversion is undermining food security.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10451\" data-end=\"10695\">Environmental groups in Kurdistan say over 90% of rangeland fires in the province are deliberate, often linked to land seizures or military violations; a recent report put the figure as high as 99%.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10697\" data-end=\"10845\">It would be irresponsible to claim a single, centrally directed conspiracy. NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1769806455828349035?ref_src=twsrc%5Etfw\">March 18, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\" data-start=\"11332\" data-end=\"11381\">Air pollution: the other front in the same war<\/h2>\n<p style=\"text-align: justify;\" data-start=\"11383\" data-end=\"11520\">While forests burn in the north and west, the air above Iran\u2019s cities is turning into a lethal mix of dust, exhaust and industrial smoke.<\/p>\n<p style=\"text-align: justify;\" data-start=\"11556\" data-end=\"11776\">In November 2025, deputy health minister Alireza Raeisi said air pollution caused 58,975 deaths in the previous Iranian year \u2014 161 deaths per day, about seven every hour.\u00a0Other official or semi-official figures over the past two years include:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"11852\" data-end=\"12417\">\n<li data-start=\"11852\" data-end=\"12011\">\n<p data-start=\"11854\" data-end=\"12011\">Around 50,000 deaths per year from air pollution nationally, according to the health ministry and <a href=\"https:\/\/www.tehrantimes.com\/news\/508729\/Air-pollution-contributes-to-16-increase-in-mortality\" target=\"_blank\" rel=\"noopener\">Tehran Times<\/a>.<\/p>\n<\/li>\n<li data-start=\"12012\" data-end=\"12188\">\n<p data-start=\"12014\" data-end=\"12188\">About <a href=\"https:\/\/ifpnews.com\/over-7000-air-pollution-related-deaths-in-tehran-in-2024\" target=\"_blank\" rel=\"noopener\">7,000 annual deaths<\/a> in Tehran alone, with the capital recording roughly 130 days of \u201cunhealthy\u201d air in just 11 months.<\/p>\n<\/li>\n<li data-start=\"12189\" data-end=\"12417\">\n<p data-start=\"12191\" data-end=\"12417\">A <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC12420349\" target=\"_blank\" rel=\"noopener\">scientific review in 2025<\/a> showing mortality rates of 50\u201386 deaths per 100,000 people in some Iranian cities due to ambient particulate matter (PM2.5), well above global averages.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"12419\" data-end=\"12622\">Yet state responses are mostly limited to short-term shutdowns: closing schools and offices for a couple of days, advising vulnerable groups to stay indoors.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Air Pollution Linked to Nearly 59,000 Deaths Last Year, Health Ministry Official Says<a href=\"https:\/\/t.co\/q3ThSmXK15\">https:\/\/t.co\/q3ThSmXK15<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1987918302576836616?ref_src=twsrc%5Etfw\">November 10, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"12624\" data-end=\"12675\">Mazut: burning the worst fuel at the worst time<\/h3>\n<p style=\"text-align: justify;\" data-start=\"12677\" data-end=\"12803\">One of the most contentious issues is the use of mazut \u2014 a low-grade heavy fuel oil \u2014 in power plants and some industries.<\/p>\n<p style=\"text-align: justify;\" data-start=\"12807\" data-end=\"13064\">In late 2024 and early 2025, reports by international and even state media documented renewed mazut burning in major power plants due to gas shortages and cold weather, even as city air quality plunged.<\/p>\n<p style=\"text-align: justify;\" data-start=\"13067\" data-end=\"13332\">The IRGC-run news agency <a href=\"https:\/\/www.entekhab.ir\/fa\/news\/896364\/\" target=\"_blank\" rel=\"noopener\">Fars has reported<\/a> that mazut consumption in power plants at times exceeded 20 million liters per day, breaking previous records because of gas shortfalls.<\/p>\n<p style=\"text-align: justify;\" data-start=\"13335\" data-end=\"13585\">A World Bank-linked study and Iranian economists <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC12420349\" target=\"_blank\" rel=\"noopener\">estimate<\/a> that air pollution costs Iran between $2\u201316 billion per year, roughly 2\u20132.5% of GDP, driven largely by healthcare costs and lost productivity.<\/p>\n<p style=\"text-align: justify;\" data-start=\"13587\" data-end=\"13824\">In theory, authorities alternate between burning mazut and imposing blackouts. They are being used \u2014 as a source of rent, as a dumping ground for bad policy, and as a pressure valve that can be released, for a few days at a time, by shutting schools and blaming the weather.<\/p>\n<p style=\"text-align: justify;\" data-start=\"21045\" data-end=\"21261\">For Iranians living under smoke and smog, the question is no longer whether these are <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/society\/irans-environment-ravaged-by-regime-policies\/\" target=\"_blank\" rel=\"noopener\">environmental problems<\/a>.
