Iran\u2019s currency crisis remained acute on September 4, with recent free-market quotations hovering around 223,000 tomans to the dollar after successive records during the week. Domestic outlet Didban Iran put the dollar<\/a> at 223,250 tomans on September 3, while the rial\u2019s renewed fall has increasingly exposed the distance between official assurances and market behavior.<\/p>\n

Central Bank governor Abdolnaser Hemmati responded on September 4 by insisting that commercial demand does not face a serious foreign-exchange shortage. Yet he acknowledged that foreign currency supplied for imports has fallen 15 percent from a year earlier and attributed much of the remaining pressure to \u201cprecautionary,\u201d \u201cspeculative\u201d demand and, notably, capital flight. He promised<\/a> that the bank would intervene \u201cat the right time and with force\u201d if exchange rates moved too far from what he called economic fundamentals.<\/p>\n

The authorities are also increasingly treating the currency problem as a policing issue. On September 3, the Central Bank announced<\/a> penalties against banks whose transaction infrastructure had allegedly been exploited by \u201cdisruptors\u201d in the foreign-exchange, gold and precious-metals markets. The combination is revealing: officials deny a fundamental shortage while simultaneously acknowledging capital-flight demand, threatening intervention and tightening enforcement against market actors.<\/p>\n
