Governments participating in the debate then set out their own positions and demands in response to the findings.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Sara Hossain, chair of the mission, said Iranian security forces had used lethal force against protesters and bystanders, including children who posed no imminent threat. The inquiry documented mass arrests, torture and other mistreatment and said Tehran had intensified its use of the death penalty against protesters.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">According to the mission, at least 29 men were executed in connection with the protests between March and August 31, including five in public. More than 70 others \u2014 including at least five women and three boys \u2014 remained at imminent risk of execution or death sentences. It called on Tehran to halt executions and release those arbitrarily detained, while urging other countries to pursue accountability through universal jurisdiction and other available legal mechanisms.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Albania delivered one of the strongest responses, condemning the surge in executions linked to protests and national-security charges. \u201cThe death penalty should never serve to intimidate the population or repress dissidents,\u201d Albania\u2019s representative said.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Tirana called for an immediate suspension of executions and said it would continue supporting \u201cthe legitimate aspirations of the Iranian people to dignity, freedom and full respect for their fundamental rights.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">At <a href=\"https:\/\/x.com\/hashtag\/HRC63?src=hash&amp;ref_src=twsrc%5Etfw\">#HRC63<\/a>, Canada \ud83c\udde8\ud83c\udde6 reiterated its deep concern over ongoing <a href=\"https:\/\/x.com\/hashtag\/HumanRights?src=hash&amp;ref_src=twsrc%5Etfw\">#HumanRights<\/a> violations in <a href=\"https:\/\/x.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>, including arbitrary detention, torture, forced confessions, internet shutdowns &amp; executions. It also warned about Iran\u2019s growing use of transnational repression against journalists, human-rights defenders and other critics abroad.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The Nordic-Baltic countries, in a statement delivered by Denmark, said they were concerned that grave abuses including \u201cmurder, imprisonment, torture and other inhumane acts\u201d could constitute crimes against humanity. They demanded an end to executions and asked the mission to identify realistic avenues for bringing perpetrators to justice.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\"><a href=\"https:\/\/www.gov.uk\/government\/speeches\/un-human-rights-council-63-uk-statement-for-the-interactive-dialogue-on-iran\" target=\"_blank\" rel=\"noopener\">The United Kingdom described<\/a> the repression as the deadliest crackdown in the clerical regime\u2019s history, pointing to lethal force against peaceful protesters, torture, internet shutdowns and executions. It said independent documentation was essential both for justice and for preventing further abuses.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We thank the International Fact Finding Mission on Iran for their crucial work. Perpetrators must be held accountable for continued severe human rights abuses. Amid ongoing military escalation, we call for the full respect of international law. <a href=\"https:\/\/t.co\/74XhFIFsIl\">pic.twitter.com\/74XhFIFsIl<\/a><\/p>\n<p>&mdash; Germany UN Geneva \ud83c\udde9\ud83c\uddea\ud83c\uddfa\ud83c\uddf3 (@GermanyUNGeneva) <a href=\"https:\/\/x.com\/GermanyUNGeneva\/status\/2102065061887885414?ref_src=twsrc%5Etfw\">September 21, 2026<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Canada likewise cited what it described as a systematic pattern of executions, arbitrary detention, torture, forced confessions, internet shutdowns and transnational repression, saying the events of January had made accountability increasingly urgent.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">\u201cThe unlawful and deliberate use of lethal force against peaceful protesters, including children, underscores the imperative of accountability for grave human rights violations, many of which may amount to crimes against humanity,\u201d the Belgian representative said.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Austria denounced what it called a dramatic rise in executions and the continued use of capital punishment to suppress dissent, while Ireland said the report was \u201cunequivocal\u201d in documenting gross violations of the rights to life, freedom from torture and fair trial. Switzerland said some of the violations documented by the mission amounted to crimes against humanity, while Luxembourg and Liechtenstein condemned lethal force against protesters, arbitrary arrests, torture and the use of executions as an instrument of repression.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">At <a href=\"https:\/\/x.com\/hashtag\/HRC63?src=hash&amp;ref_src=twsrc%5Etfw\">#HRC63<\/a>, Malta urged Iran to halt its crackdown on peaceful protestors, halt executions, and withdrawn the draft Bill in Parliament on Countering Foreign Infiltration. <a href=\"https:\/\/x.com\/UN_HRC?ref_src=twsrc%5Etfw\">@UN_HRC<\/a> <a href=\"https:\/\/x.com\/MFEAMalta?ref_src=twsrc%5Etfw\">@MFEAMalta<\/a> <a href=\"https:\/\/x.com\/R_DeBattista?ref_src=twsrc%5Etfw\">@R_DeBattista<\/a> <a href=\"https:\/\/t.co\/b1gEaE23TA\">pic.twitter.com\/b1gEaE23TA<\/a><\/p>\n<p>&mdash; Permanent Mission of Malta in Geneva (@MaltaUNGeneva) <a href=\"https:\/\/x.com\/MaltaUNGeneva\/status\/2102048816165683486?ref_src=twsrc%5Etfw\">September 21, 2026<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Italy, Spain, New Zealand, North Macedonia and Slovenia likewise demanded an end to executions and repression, while the Czech Republic raised alarm over proposed restrictions on contacts with foreign media and international organizations. Australia additionally accused Tehran of pursuing critics beyond its borders through intimidation and harassment. Together, the interventions reflected a broad convergence at the council over the severity of Iran\u2019s domestic crackdown and the demand for accountability.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\"><a href=\"https:\/\/youtu.be\/7KIao7-ofEI\" target=\"_blank\" rel=\"noopener\">Tehran rejected<\/a> the accusations against it, blaming foreign interference for the escalation of the protests and accusing the United States and Israel of aggression and violations of international law.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The mission\u2019s final warning was starker still. It said Tehran had used the war as a \u201cpretext for and accelerator of repression,\u201d while denying investigators access to the country, restricting communications and fostering such fear of reprisals that victims and witnesses were deterred from coming forward.
