NCRI, October 12 – In a London conference on Iranian regime’s meddling in Iraq on October 10, Hossein Abedini gave a detailed account of mullahs’ meddling in Iraq. Other speakers in the conference included, Andrew Mackinlay and David Amess, member of the British Parliament, Dr. Abdullah Jabouri, former governor of Diyala Province in Iraq, Clair Miskin, British Barrister and Masoud Zabeti, chair of the Anglo-Iranian Lawyers’ Committee.<\/p>\n
Full text of Abedini’s speech is given below: <\/p>\n
The meddling of the mullahs’ regime in the draft Iraqi constitution is a part of the clerical regime’s interference in Iraq in order to dominate the country and establish a surrogate Islamic Republic in Iraq.<\/p>\n
Having failed in all its ploys to have the PMOI members expelled from Iraq and after the Coalition and the international community recognized the status of the PMOI in Ashraf as protected persons under the Fourth Geneva Convention and after witnessing the fact that 2.8 million Iraqis have signed a statement supporting the PMOI, the Iranian regime has turned to meddling in the Iraqi draft constitution and insertion of article 21, which acts against the rights of refugees in Iraq, as a means in its own view of placing pressure on the PMOI.<\/p>\n
In particular, after Iraqi high ranking officials reiterated the right to asylum of the PMOI following their trips to Iran, the regime has been angered, and therefore through the ratification of such an article in the draft constitution wants to pave the way to commit further plots against the PMOI. This issue can be considered from two aspects.<\/p>\n
One aspect is the major contradiction of article 21 with all international laws and conventions. This is because, according to the wording of the article, a mere accusation against an individual results in their asylum rights being denied.<\/p>\n
The second aspect is the Iranian regime’s practical use of this article to suppress the PMOI. <\/p>\n
These plots are all part of a larger strategic plan of the Iranian regime to take control of Iraq. This was one of the main aims of the mullahs’ regime from the beginning. In that context, the Iranian regime continued its war with Iraq for 8 years under the slogan ‘capture of Jerusalem through Karbala’. Defeat in the war did not result in the Iranian regime abandoning this goal. And today, through use of the current regional and international situation, the mullahs hope to achieve their aim of establishing an Islamic regime in Iraq. <\/p>\n
As such, the mullahs’ regime is involved in a full scale meddling in the internal affairs of Iraq, including militarily, intelligence, political, economic and cultural. In reality, the Iranian regime is simultaneously pursuing a number of policies in Iraq. On the one hand it has sent its agents to infiltrate the main organs of power in Iraq, including political, security and economic institutions, as well as taking control of the holly cities. At the moment, the most senior commanders of the Qods Force of the Islamic Revolutionary Guards have taken responsibility for the important cities in Iraq.\\<\/p>\n
I would like to now bring your attention to the continuing intervention of the Iranian regime in southern Iraq against British forces stationed there:
1. The Iranian Revolutionary Guards has established a command post in Ahwaz called Fajr. This headquarters is charged with command and control of terrorist operations in southern Iraq including operations against British forces. The headquarters has recently moved to the border town of Shalamcheh in order to keep closer contact with operational forces in the region.
2. The Fajr headquarters has been for some time now, forming and sending intelligence and reconnaissance groups to gather military intelligence on coalition forces in southern Iraq. The commanders of this headquarters include Revolutionary Guards Brigadier Obeidavi, commander of the headquarters, RG Brigadier Hamid Taghavi, operations chief of Ramazan headquarters, RG Brigadier Ahmad Forouzandeh, second in command of Ramazan, RG Brigadier Balalak, operations chief of Fajr, RG Colonel Heydar Saki, Intelligence chief of Fajr, and several other intelligence and operations commanders at Fajr. They have frequently penetrated undercover into Iraqi cities of Al-Ammareh and Basra, while dressed like the local Arab population, in order to establish communications with forward reconnaissance units.
3. The reconnaissance objectives of these units include the following:
a. The location and activities of Coalition forces headquarters and garrisons in the south, particularly the British
b. Methods of movement and formations of units during movements between bases
c. Frequency and time of movement of coalition forces
d. Formation of cars, tanks and other armoured vehicles
e. Weapon systems
f. Communications systems
4. Each reconnaissance group is formed of 20 members, each tasked with a specific duty. For instance, some disguise themselves as street peddlers; others stand watch near coalition forces centres; still others open street shops to provide cover for their intelligence-gathering activities on coalition forces movements; other teams are responsible for filming movements. They almost always are undercover and dress as the local population in order to get close to coalition centres.
5. They usually use a two man team for filming coalition forces and use cars such as taxis and are able to get close up to coalition bases under cover of the local population. They film the bases of British forces, their movements, methods and formations of cars, and armoured vehicles. They use a tape for filming which has shots of wedding ceremonies recorded on it so that if stopped by coalition forces, they won’t be discovered, and they can get past any inspection by claiming to have filmed wedding ceremonies. These reconnaissance groups act independently of each other and don’t have information of each other. They send their reports only to the Iranian Revolutionary Guards Qods Force and are instructed not to share it with anyone else. The films and reports compiled by these groups are sent to the Fajr headquarters via liaisons which are known to them. Coalition forces in Basra, Ammareh, and Kut have been under surveillance in this manner up until now.
6. Some time ago, the Fajr headquarters setup a radio surveillance station in Basra, near the headquarters of the former Iraqi Navy in Hakymieh Street. Radio transmissions of government, police and coalition forces are under surveillance at this station. A person by the name of Sajjad, who is under command of the Qods Force, is in charge of this surveillance station. One of the operators at this station is named Youssef. All of the equipment in this station has been smuggled from Iran. The station itself is undercover of secrecy. The station also conducts surveillance on the reaction of coalition forces to terrorist operations carried out by terrorists controlled by the mullahs’ regime.
7. The Fajr headquarters has told Iraqi groups controlled by the Qods Force in southern regions of Iraq, since September 2004, to conduct terrorist operations on coalition forces columns inside of Basra, Ammareh, and Nasseryia, and make these cities unsafe for them, in order to force coalition forces (British and Italian forces) to stay out of the cities. The goal has been to conduct terrorist operations such as ambushes and explosions of roadside devices near coalition columns, and to inflict casualties on these forces to force them out of urban areas and deprive them of freedom of movement in these areas. The ultimate goal has been to gain full military and security control of these cities by forces loyal to the mullahs’ regime. The presence of coalition forces is seen as an impediment and nuisance to terrorist control of urban centres.
8. Arms smuggling over the southern border regions is continuously being conducted by forces loyal to the Iranian regime under the direction of the Fajr headquarters. All smugglers are under orders of the Qods Force and use resources given to them by this force to conduct their activities. Usual smuggling routes include the road of Ajirdeh Dam, Al-azir, Al-halfaye, and Al-Moshrah. They also use the Hoveyzeh swamps, crossing the swamp freely. Another passage is Tayeb which they enter by boats.
9. The Qods Force has ordered parties and forces loyal to it in Basra, to identify and murder anyone who cooperates with coalition forces.
10. Offices belonging to the Organisation of Seyed Al-Shohada, a force controlled by the Qods Force, have recently become active in the Abul-Khasib, Faw, and Tanoumeh region of Basra. Intelligence operatives of the Qods Force frequent these offices regularly. These offices provide a front to Qods Force operatives and provide resources to facilitate their frequent movement from Iran to Iraq and back to Iran.
11. Based on intelligence reports we have received from inside Iran, Obeidavi, the commander of Fajr headquarters, visits the Iraqi cities of Nasseryie and Basra once a month to personally brief Iraqi groups controlled by the Qods Force. The timing of these visits is intentionally changed each time to prevent possible detection.
12. Forces controlled by the Iranian regime frequently cross the border at Fakeh and Shalamcheh in order to report on their activities and receive funding and weapons and orders from the Iranian regime. These border crossings are continuously taking place even to this day. On the 17 August and 3 and 4 of September, several groups of Iraqi forces loyal to the Iranian regime, have crossed this border area into Iran. One of these groups wrote a report of its visit after returning and wrote, “We were about 35 people from Maisan province that had gone for this visit. Of course, there were also others from other provinces. We were supposed to be there for 10 days but the visit lasted for 26 days. They first took us on a pilgrimage visit to Mashad. Our weekly programme consisted of 4 days of instructional classes, and the last three days of each week (Wednesday, Thursday and Friday) was for sightseeing and trips to other cities. We received various instructions in this period and all of the instructors were Iranian intelligence officers. Our instructions included religious propaganda, political and military affairs.”
13. On 26 July a group of sheikhs (local elders) from Meisan province were invited to visit Iran by Rafsanjani. They returned to Iraq on 7 August. Rafsanjani explained to them in this visit how they should form another Islamic Republic in Iraq like the one in Iran and told them that Iran would support them. Rafsanjani added that your main task is to oppose the Sunnis and drive out the coalition from Iraq and we will support you fully in this goal.
14. The Iranian regime has been preparing its loyal forces in Iraq for a confrontation with coalition forces from the beginning. In a briefing two years ago in Ahwaz which was conducted for various Iraqi groups loyal to the regime, the commander of the Qods Force, Qasem Soleymani, and Revolutionary Guards Brigadier Forouzandeh, told them that they should be prepared to enter into action against coalition forces at anytime required. Forouzandeh said: “You must conduct any action that will lead to the attrition and grounding of American and British forces. You must engage the coalition forces in Iraq with any available resource. The more chaotic the situation, the better it will be for Islam and the Iraqi people and the Islamic Republic. Operations must continue and expand with each day and each week.”
15. In a secret report in June, from the Fajr headquarters to the Qods Force, it is said: “At present, Iraqi groups in communication with this headquarters have successfully created a coordinated organisation to punish and assassinate Sunni leaders in Iraq such as from the Islamic Party, Society of Islamic Scholars, and other active figures in the political field. Through these assassinations, they have succeeded in opening up the political scene for greater activities by groups loyal to the mullahs’ regime in Iraq and their control of governmental agencies and posts.”
16. A report on the arrest of two British SAS force members was communicated in full to the Fajr headquarters on 21 September. The voice recordings, consisting of 3 to 4 hours of interrogations of these two SAS members, were sent to the Fajr headquarters. <\/p>\n
To sum up my remarks and in a nutshell the reality is that no other government has more to gain in Iraq than that of the Iranian regime. All of Iraq’s neighbours will suffer strategic damage from a theocratic regime in Iraq, except Iran, which has the greatest strategic interest from such a regime. <\/p>\n
No other country has a greater border with Iraq than Iran and is not so close to the most populated Iraqi cities. No other country has a trained military force such as the Islamic Revolutionary Guards and its Qods force for interfering in Iraq. No other country has more to lose from the establishment of real democracy in Iraq. For this reason, as long as the mullahs’ regime is in power in Iran, it will try every means at its disposal to hinder the establishment of peace, stability and democracy in Iraq. <\/p>\n
The Iranian regime is prepared to pay any price for a civil war and the break up of the country and then the establishment of a surrogate Islamic state in all or parts of Iraq. This is a launch pad for the establishment of a theocratic Islamic empire. This is more dangerous for peace and stability in the region and the wider world than an atomic bomb. The biggest benefit for the Iranian regime in acquiring a nuclear bomb is to create an imbalance of power in the region to expand its Islamic fundamentalism. This is the only thing that can save the medieval regime in Iran, which has no place in the modern world. <\/p>\n
