Rafsanjani’s guidelines for the IRGC to obtain nuclear weapons<\/strong>
 In a report to Rafsanjani, mullahs’ president in the early 1990s, the IRGC’s Research Unit (RU) complained of insufficient cooperation by other countries in supplying the Iranian regime with important technical help it needs in developing nuclear weapons. <\/p>\n

Following the report, Rafsanjani held a meeting in which both RU and Atomic Energy Organization of Iran (AEOI) officials were present. He offered the following: <\/p>\n

–    To obtain nuclear technology, one has to seek different avenues including sources and countries and not always straight forward methods but willing to accept risks by entering the black market to get what is needed;
–    Trustworthy Iranian experts should be sent to other countries in disguise  to collect information on nuclear technology;
–     RU must concentrate its efforts in acquiring nuclear technology from the former Soviet Republics especially hiring their scientists and buying enriched uranium.
 
Transferring nuclear research to Ministry of Defense <\/p>\n

Following the ceasefire in the eight-year Iran-Iraq war, the clerical regime merged the two, IRGC and MoD, into one organization called Ministry of Defense and Logistical Support. Now, it was time that IRGC ruled the newly formed ministry. What the new change actually meant was that up to date the IRGC commanders have been ruling over the MoD and its entire decision-making positions have been filled with IRGC officers. <\/p>\n

In 1993, the regime decided to transfer all nuclear research laboratories and military activities from the universities and other places to MoD.<\/p>\n

IRGC not only covered its tracks by reshuffling the scattered nuclear activities, but did a great service to its nuclear project just underway by bringing it under MoD. Coming under MoD has expedited the progress of nuclear project for the IRGC since it has access to unlimited funds of the ministry. <\/p>\n

The RU and all other related IRGC nuclear centers, after the merger, changed names. The scientists working on different projects followed the same pattern by transferring to MoD. <\/p>\n

A new giant in nuclear research, in the midst of all, was born called "MoD Center for Research and Development."   A closer study of what really happed reveals that the IRGC, from then on, took complete control over the MoD’s experts in all military related matters. To put it plainly, in practice everything went into complete secrecy in the MoD except for a handful of the clerical regime’s leaders and on the top of, Khamenei.   <\/p>\n
