Topic: Observing security protocols in the event of riots

… Pursuant to the recent riots by foreign adversaries and their domestic agents following attacks on the assets of the IRGC, causing damage to IRGC premises, killing and inflicting human casualties on the security forces, especially (IRGC and Basij)., it is necessary for the commanders of the IRGC to be alert and brief the forces on the ground, including employed forces, Basij agents, as well as intelligence sources, and implement the following items:

• Refrain from deploying demoralized, disaffected, and disgruntled personnel in riot control operations and prevent their participation in operations to calm the situation.
• All commanders, officials, and individuals connected to the IRGC must strictly refrain from conducting interviews with the mass media which could lead to the escalation and incitement of riots. In case they obtain authorization to do so, they should refrain from making provocative and emotional remarks that would complicate controlling the situation for the control and lead to continued riots.
• In light of the violent actions and assaults carried out to take over the Basij centers, allocate the necessary capabilities for added protection of weapons, ammunition, and equipment in these centers and undertake the needed measures to secure them.
• Consider the necessary protective measures for the transportation of the personnel, and brief the personnel, including drivers, about possible risks, such as attacks on vehicles by explosive devices. Alternative options and different routes should be used as much as possible.
