
On May 6, 2025, the Foreign Affairs Committee of Spain’s Congress of Deputies unanimously adopted a resolution denouncing the Iranian regime’s widespread and systematic human rights abuses, signaling a rare moment of political consensus across party lines.
The resolution, initially proposed by the Popular Party and supported by all parliamentary groups, calls on the Spanish government to “firmly and explicitly condemn” Iran’s human rights violations. It urges the promotion of sanctions and diplomatic pressure against Iranian officials responsible for repression and gender-based violence, especially targeting those implicated in the enforcement of discriminatory laws against women.
Citing data from the National Council of Resistance of Iran (NCRI), the resolution highlights that over 1,000 people were executed in Iran in 2024—a record number over the past three decades. The NCRI was credited for playing a key role in exposing such violations and organizing a major opposition rally in Paris on February 8, 2025, advocating for democratic change in Iran.

A tribute was made to Maryam Rajavi, President-elect of the NCRI, recognizing her February 2025 remarks at the International Women’s Conference, where she praised Iranian women’s leadership in resisting fundamentalism and fighting for democracy.
The resolution also drew attention to individual cases, including Mehdi Hassani and Behrouz Ehsani, two political prisoners reportedly tortured and sentenced to death. It condemned the Iranian Supreme Court’s February 23, 2025 decision to reject a review of their cases.
In alignment with reports from the United Nations Independent International Fact-Finding Mission on Iran, the Spanish Parliament described the Iranian regime’s use of torture, arbitrary detention, sexual violence, and extrajudicial executions as potential crimes against humanity.

The resolution condemned Iran’s structural discrimination against women, including compulsory veiling laws, exclusion from certain public offices, restrictions on child custody rights, and unequal inheritance and marriage laws—policies it noted contravene the principles of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).
Finally, the Spanish Parliament urged democratic nations to increase political and diplomatic pressure on Iran, support independent investigations into human rights abuses, and back international efforts aimed at structural reforms to secure fundamental rights for all Iranians.
