San Marino Parliamentary Majority Endorses NCRI’s Democratic Platform, Urges IRGC Terror Listing

In a significant show of support for Iran’s democratic opposition, a majority of San Marino’s parliament—39 out of 60 members—has signed the “Iran 2025 Statement,” endorsing the National Council of Resistance of Iran (NCRI) and the Ten-Point Plan of its President-elect, Maryam Rajavi. The signatories include five parliamentary group leaders and the chairs of the Foreign Affairs and Judiciary Committees.

The statement expresses strong backing for the Iranian people’s struggle to establish a secular, democratic republic, and explicitly calls for the designation of the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization.

Referring to the nationwide uprising that began in 2022, the lawmakers declared that Iranian society has made clear it will no longer tolerate any form of dictatorship—neither theocratic nor monarchic. They praised the courage of Iranians, particularly women and youth, who have led the protests at great personal risk.

The statement also warned that continued appeasement or trade with the current regime not only contradicts democratic values but funds the regime’s destabilizing operations through the IRGC, which controls more than 70% of Iran’s economic infrastructure.

The parliamentarians condemned the surge in arbitrary arrests, torture, and executions—particularly targeting members of the People’s Mojahedin Organization of Iran (PMOI/MEK), which they recognized as the leading organized resistance against the regime.

San Marino’s lawmakers called Maryam Rajavi’s Ten-Point Plan a credible roadmap for a future Iran—one based on secular governance, gender equality, abolition of the death penalty, and a non-nuclear state.

They concluded by urging democratic governments to take immediate, decisive action, including:

  • Listing the IRGC as a terrorist group, and

  • Shutting down Iranian regime embassies involved in terrorist operations.

The move by San Marino adds to a growing international parliamentary front calling for an end to Tehran’s repression and for meaningful support of Iran’s democratic alternative.
