Treasury Targets Iranian Weapons Procurement Networks Supporting Ballistic Missile and Military Aircraft Programs

WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is designating 21 entities and 17 individuals involved in networks that facilitate the acquisition of sensitive goods and technology for Iran’s Ministry of Defense and Armed Forces Logistics (MODAFL), as well as its missile and military aircraft production efforts.  These networks have assisted in activities including the procurement of technology for advanced surface-to-air missile systems and the illicit purchase of a U.S.-manufactured helicopter.

Iran’s ballistic missile and conventional weapons capabilities, supported by the networks designated today, pose a significant threat to U.S. service members in the Middle East, U.S. commercial ships transiting international waters, and civilians.

Japan Resumes Sanctions Against Iran in Line with U.N. Resolution

The government announced on Monday the resumption of economic sanctions against Iran, after the United Nations reimposed sanctions on the country over its nuclear development. Based on a U.N. Security Council resolution, the government designated the assets of 78 organizations and 43 individuals to be frozen. “The issue is now at a crossroads,” Chief Cabinet Secretary Yoshimasa Hayashi told a news conference, underlining the importance of a diplomatic solution. “We shouldn’t lose opportunities for dialogue.”

Iran has strongly opposed the U.N. sanctions, including by suggesting that it would suspend cooperation with the International Atomic Energy Agency.

The Situation in Iran Is Becoming Increasingly Critical

The National Council of Resistance of Iran (NCRI), the umbrella organization of Iranian resistance groups in exile, is organizing one conference and demonstration after another worldwide. The support the NCRI receives around the globe is a clear signal, and it is important that the catastrophic human rights situation under the Iranian theocracy remains in focus.

At the UN headquarters in Geneva, as well as during the demonstration of exiled Iranians and their supporters, the main theme was the dramatic deterioration of the human rights situation in Iran. Of course, the many executions with which the mullahs’ regime seeks to eliminate its opposition were also a central issue.

Ending the Threat from Iran

Since the revelations of Iran’s nuclear program in 2002, the United States has employed diplomacy, sanctions and, most recently, force to prevent Iran from acquiring a nuclear weapon.  Each successive administration has sought to convince Tehran that the pursuit of nuclear weapons is not worth the costs.  While policies have differed substantially concerning concessions and coercive measures, all have failed to end Iran’s quest for nuclear weapons.

For over two decades, U.S. policy has been based on the false hope that Iranian leaders can be convinced that it is in their best interest to moderate and abandon their goal of nuclear weapons.  This hope has been consistently disappointed but never abandoned.  Every administration has shared the same flawed premise:  there are only two choices—negotiations or war.  Given that stark choice, every president has opted for negotiations, even while Tehran repeatedly showed that it was using negotiations to buy time to advance its nuclear ambitions.  While there have been clear differences, from appeasement under Obama and Biden to maximum pressure in Trump’s first term, the objective was always the same:  to negotiate limits on Iran’s nuclear activities that would block the pathway to a nuclear weapon.

Gottheimer Introduces Bipartisan SEIZE Act to Authorize Transfer of Iranian Weapons to U.S. Partners

WASHINGTON, D.C.  Today, September 30, 2025, U.S. Congressman Josh Gottheimer (NJ-5) introduced the Seized Iranian Arms Transfer Authorization (SEIZE) Act, bipartisan legislation to help transfer confiscated Iranian weapons seized while en route to terrorist groups, like the Houthis in Yemen, directly to U.S. partners.

The bipartisan legislation is co-led by Reps. Jefferson Shreve (IN-6), Jared Moskowitz (FL-23), and Rich McCormick (GA-7). Companion legislation was introduced in the U.S. Senate by Senators Ted Budd (R-NC) and Mark Kelly (D-AZ).

Currently, these seized weapons are held by U.S. Central Command but face a potentially year-long legal review before distribution. The bipartisan SEIZE Act cuts through red tape, ensuring that this military equipment can be transferred swiftly to America’s partners and allies around the globe.

On the third anniversary of the “Bloody Friday of Zahedan,” a day etched in Iran’s history as a symbol of the clerical regime’s brutality, the spirit of resistance was commemorated not with silent mourning, but with a nationwide wave of defiant acts. On September 30, PMOI Resistance Units across Iran launched a coordinated campaign, honoring the more than 100 Baluchi citizens massacred by the regime’s Revolutionary Guards (IRGC) in 2022 and renewing their pledge to continue the uprising until victory. These widespread activities demonstrate that the regime’s strategy of violent suppression has failed to instill fear. Instead, it has galvanized the resolve of an organized and determined opposition committed to overthrowing the theocracy.

Education Stratified with Decline in Quality of Iran’s Public Schools

The state-run Etemad daily, in a report comparing public and private schools, wrote that non-profit private schools have been successful due to recruiting experienced teachers and offering visible facilities, while public schools, on the other hand, have lost their appeal because of declining educational quality. According to Etemad, this trend has further weakened public schools and strengthened the risk of a “two-tier” education system. As a result, low-income families lose equal access to quality education, and the educational inequality gap deepens. The newspaper added that, according to the deputy minister of education, the minimum tuition for private elementary schools outside Tehran is between 192 to 530 million rials (Approximately $175 to 482).

The return of UN sanctions deepens Iran’s economic collapse, heightens military risks, and fuels growing public unrest against the regime. Iran’s ruling regime is entering what can only be described as a super-crisis—an unprecedented convergence of three simultaneous and interconnected challenges: The reimposition of international sanctions. Rising risk of military confrontation with the United States. Intensifying public discontent and the threat of nationwide uprisings. Each of these factors alone would be enough to destabilize any government. Combined, they create a situation more severe than any previous crisis faced by the regime. The return of United Nations sanctions places Iran’s economy under direct and indirect pressure. Although officials claim these measures will have little effect, recent developments tell another story. Within just a few days, the exchange rate of the U.S. dollar surged from around 102,000 tomans to 113,000, with forecasts pointing to a continued upward trajectory.
