UK Updates Iran Nuclear Sanctions: EIH Bank Remains Under Asset Freeze

The UK on 3 October 2025 updated its Iran (Nuclear) sanctions, amending but retaining an asset freeze on Europäisch-Iranische Handelsbank AG (EIH Bank), according to an HM Treasury Financial Sanctions Notice.

The Foreign, Commonwealth & Development Office said the UK Sanctions List and the Consolidated List were updated, with EIH Bank (Group ID: 11512) “amended and still subject to an asset freeze.” The bank is designated under the Iran (Sanctions) (Nuclear) (EU Exit) Regulations 2019 for “providing financial services, or making available funds or economic resources, that could contribute to a relevant nuclear activity,” including “the proliferation or development of nuclear weapons… or the development of a nuclear weapon delivery system” in or for use in Iran.

The notice sets out what firms must do: “check whether you maintain any accounts… for the persons set out,” “freeze such accounts,” and “refrain from dealing with the funds… or making them available… unless licensed by OFSI,” including refraining from providing specialised financial messaging services. It adds: “Failure to comply with UK financial sanctions legislation… may be a criminal offence.”

Guidance, legislation and reporting routes are available via GOV.UK, including the UK Sanctions List and OFSI compliance reporting form, the notice said.

In these anti-repression operations, images of regime founder Ruhollah Khomeini and supreme leader Ali Khamenei were set on fire in cities across Iran, and the rebellious youth attacked the regime’s centers of suppression and crime as follows: Two incendiary attacks on regime municipality buildings in Parand, Tehran. Setting fire to a regime building in Mashhad. Setting fire to the Khomeini center of fundamentalism and crime in Islamabad. Setting fire to an IRGC Basij base in Isfahan. Setting fire to regime institutions tasked with repression of citizens in Fuladshahr, Isfahan. Setting fire to IRGC Basij bases in Mashhad, Kermanshah, and Iranshahr. Setting fire to government banners and posters with images of Khomeini and Khamenei in Karaj, Rasht, Shahriar, and Dorud. Setting fire to signboards for the espionage headquarters of the IRGC Basij and the Ministry of Intelligence in Tehran, Qazvin, and Khorramabad.

Zeinab Jalalian, a Kurdish political prisoner and the only woman in Iran serving a life sentence, is reported to be in critical condition. After undergoing fibroid surgery in a hospital in Yazd, she was returned to prison just 24 hours later—before completing her post-operative treatment and against medical advice. For years, Jalalian has suffered from severe health complications, including internal bleeding, kidney problems, and chronic pain. In July 2024, she was transferred to the infirmary of Yazd Central Prison due to acute pain but was sent back to her ward without access to specialized medical care and only rudimentary treatment. Now, in addition to her chronic illnesses, she is facing dermatological complications and overall physical weakness, leaving her in a critical state.

Unprecedented Surge in Foreign Exchange Rates in Iran as Result of Regime Policies

Iran’s foreign exchange market once again witnessed unprecedented turmoil, delivering a heavy blow to the regime’s fragile economy. On Wednesday, October 1, the US dollar rose to 1,142,000 rials, while the euro passed 1,341,600 rials, setting a new record. The Canadian dollar reached 838,200 rials, and the Emirati dirham climbed to 313,500 rials in the same surge. This rise in exchange rates has further plunged the rial into collapse, pushing household living conditions into a critical state. Soaring inflation, declining purchasing power, and rising living costs have placed Iranian families under unprecedented pressure. The surge in foreign exchange rates and the collapse of the rial are not random events but direct results of the regime’s ruinous policies, which critics say have stripped it of legitimacy. International sanctions, a sharp decline in oil revenues, and economic mismanagement have shaken the country’s financial foundations. Opaque monetary policies, irrational allocation of foreign currency reserves, and the absence of coherent economic planning have dragged the foreign exchange market into instability.

Iran Regime’s Desperation Exposed in Conditional Acceptance of CFT

Tehran’s reluctant approval of the anti-terrorism financing convention underscores its isolation and internal power struggle. The Iranian regime’s decision to conditionally approve accession to the international convention against the financing of terrorism (CFT) has once again revealed the depth of its crisis and the bitter internal conflicts that plague its leadership. Far from being a sign of confidence, the move illustrates Tehran’s desperation as it struggles to cope with renewed UN sanctions, international isolation, and a crumbling economy. On Wednesday, the regime’s Expediency Council, presided over by Sadegh Larijani and attended by the heads of the three branches of government, members of the Guardian Council, as well as the ministers of economy and foreign affairs, voted in favor of joining the CFT. The approval came with two conditions: the regime claims it will implement the convention only “within the framework of its constitution and domestic laws,” and in cases of conflict, domestic law will prevail.
