Iran News: State-run Website Calls for Nuclear Armament to Establish ‘Balance of Terror’

In a recent article titled “Atomic Bomb for Establishing Balance of Terror”, published on February 1, 2025, by the Iranian Diplomacy website—affiliated with former Iranian ambassador to France, Sadegh Kharrazi—author Eslam Zolghadrpour argues that the clerical regime should reconsider its stance on nuclear weapons to achieve strategic deterrence.

It’s deeply ironic that a website named “Iranian Diplomacy”, supposedly dedicated to foreign policy and dialogue, is openly advocating for nuclear terrorism as a legitimate diplomatic strategy.

Zolghadrpour contends that in the current anarchic global system, nuclear weapons serve as the most formidable tools for major powers to maintain a “balance of terror.” He emphasizes that without such “strategic and effective terrifying tools,” discussions of establishing this balance are futile. “The atomic bomb is currently considered the most terrifying weapon for major powers, enabling them to establish a balance of terror,” he states.

The article acknowledges the high costs Iran has incurred due to its nuclear policies, suggesting, “Iran has, over the past two decades, paid the costs of building and testing at least one hundred atomic bombs in the form of comprehensive sanctions and threats from the West, especially the United States, but has not registered any atomic bombs in its official arsenal.”

Highlighting the Iranian regime’s strategic setbacks, the article admits that Tehran has suffered severe losses in recent years, particularly after Israel’s military campaign in Gaza and the fall of the Assad government in Syria, which led to “the collapse of the balance of terror to Iran’s detriment.”

The regime is described as being “under hybrid warfare, surrounded by widespread internal and external crises.” Zolghadrpour refers to the regime’s current state as an “exposed Iran” that is increasingly vulnerable.

The article also concedes that Iran’s economic foundations are too weak to sustain the strategy of balance of power indefinitely. “Iran, which has been encircled by regional and global adversaries for forty years—including the Iran-Iraq War, the Gulf War, the rise of the Taliban, the Arab Spring, the emergence of ISIS, the fall of Bashar al-Assad’s government, and above all, crippling sanctions—has lost part of its ability to establish balance. The foundation of modern balance-building lies in a strong and dynamic economy, something Iran currently lacks.”

Additionally, the article criticizes Iranian policymakers for failing to “disrupt the existing power imbalance” and warns that Iran’s insistence on an outdated strategy is leading to “unsustainable and exorbitant costs.” “The era of relying on an asymmetric balance of terror is over. Iranian policymakers, instead of pouring massive resources into an unbalanced power equation, must shift towards establishing hegemony through terror.”

Zolghadrpour suggests that Iran must act decisively by developing and revealing its nuclear capabilities: “Now is the time to, simultaneously with initiating dialogue and negotiation with the West, especially the United States, review defense policies, pursue the construction and unveiling of Iran’s atomic bomb, and change the unequal balance of terror against Iran.”
