The Next Iranian Massacre Is Unfolding in Plain Sight

As a former international prosecutor, I am compelled to speak out against a pattern of escalating human rights violations in Iran, a pattern that evokes the darkest chapters of that country’s history and demands a sustained international response. At stake is not only justice for the victims, but also the world’s credibility in preventing mass atrocities. The Islamic Republic of Iran has never hesitated to use lethal force against dissent. A stark example came in 2019 when hundreds of Iranians were gunned down for protesting fuel price hikes. Despite international outcry, that bloodshed was a prelude, not a climax.

Three years later, the death of a young woman, Mahsa Amini, at the hands of the “morality police” sparked a national uprising. This time, the regime responded with strategic brutality: more than 750 protesters killed and about 30,000 arrested. But executions — not gunfire — became the regime’s long-term weapon of repression. In 2023, more than 850 people were put to death. In 2024, the number approached 1,000. This year, a U.N. special rapporteur warned that Iran is set to surpass that figure again.

On July 22, 2011, Norway was struck by a tragedy that will never be forgotten. A far-right terrorist, Anders Behring Breivik, took the lives of 77 innocent people—most of them young participants at the AUF’s summer camp on Utøya Island. With bullets and hatred, he attacked the future, the hopes and engagement of youth, the very heart of democracy. Norway responded with openness, compassion, and the principles of the rule of law. Breivik received a fair trial, and the nation united in grief and resilience. “More openness, more democracy,” said Prime Minister Jens Stoltenberg. Terror was met with dignity.

But what if it’s not one man with a weapon—but an entire regime with judges, prisons, rifles, and gallows behind the terror? What if the killer doesn’t hide in the dark—but holds power?

Ricketts on the Senate Floor: Iran Doesn’t Need More Time – It Needs More Pressure.  The E3 Should Snapback As Soon As Possible.

WASHINGTON, D.C. – Today, in a speech on the Senate floor, U.S. Senator Pete Ricketts (R-NE) urged European allies to reject Iran’s threats and delaying tactics during upcoming talks on the Iranian nuclear program. The speech was given in support of a resolution, cosponsored by 19 other Senators, that calls for the E3 (United Kingdom, France, and Germany) to trigger the snapback of UN sanctions against Iran as soon as possible.

“Iran cannot have a nuclear weapon,” said Ricketts.  “This has been a red-line for decades, going back to President Clinton.  And the reason is because the results would be catastrophic.”

Iran policy is once again coming into focus these days. On Friday, representatives from France, the United Kingdom, and Germany will meet with Iran in Istanbul to negotiate the future of Tehran’s nuclear program. Already on Thursday, an international conference of experts is taking place in Berlin to examine Iran’s responses to the U.S. military strike on its nuclear facilities. A third gathering holds a special status in this series: On Saturday, the Shah’s son Reza Pahlavi has invited participants to a “Conference for National Cooperation to Save Iran” in Munich.

The 64-year-old eldest son of the Shah has recently attracted increased international attention. With the apparent weakness of the Tehran regime, the prospect of regime change seems realistic. However, within Western diplomatic circles, there is growing concern that a potential fall of the mullahs could create a chaotic power vacuum in Iran. Some are at least exploring whether the Shah’s son could guarantee a stable transition. But can he?
