In a Fox News interview on December 2, 2025, U.S. Secretary Rubio warned that the regime in Iran, through its Islamic Revolutionary Guard Corps (IRGC) and allied networks, has extended its influence into Latin America — a development he described as a serious threat to the Western Hemisphere. He said: “Iran has planted its flag in our hemisphere; the IRGC and even Hezbollah have an operational presence in South America.”
Sec. Rubio defended the Trump-era foreign policy approach as neither isolationist nor interventionist, but rather as calculated and limited: pointing to a past operation against Iran’s nuclear facilities described as a “24-hour campaign,” where B-2 bombers struck targets and returned — “no prolonged war,” no ground troops, just precise action. He argued that such operations show how American power can be used responsibly to neutralize threats like Iran’s nuclear ambitions without entangling the country in long conflicts.
He further characterized Iran as part of a broader “radical Islamist movement,” asserting that these regimes — not content with regional control — aim to expand globally and see the West as their adversary. Rubio warned that Tehran’s networks in Latin America enable “terror, espionage, and destabilization” through partnerships with local regimes and criminal entities.

U.S. sanctions data identified twenty tankers registered in the Cook Islands suspected of smuggling fuel for Russia and Iran between 2024 and 2025. Another fourteen tankers flying the Cook Islands flag were also blacklisted in a separate UK sanctions database for the same period.
